Naval Air Warfare Center Training Systems Division Sources Sought Notice For AEROMEDICAL EJECTION SEAT TRAINING SYSTEM INTRODUCTION: The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, is defining its acquisition strategy for the aeromedical ejection seat training system program. The U.S Navy currently utilizes an ejection seat training device, also known as Device 9E6, to train aviation personnel in proper pre-ejection procedures and to familiarize them with the sensations experienced during an actual ejection in order to promote confidence in emergency survival equipment. Device 9E6 is part of an ejection seat curriculum that includes a lecture on potential injuries and proper body position, static seat trainer activities on proper body position and basic seat familiarization, and the dynamic device. Device 9E6 is 35 years old thus making repair and maintenance a challenge due to the unavailability of key parts and the inability to upgrade relevant software. The purpose of this Sources Sought is to survey industry for commercially-available alternative training systems for dynamic ejection seat training. Of the available strategies, NAWCTSD is considering the viability of the following socio-economic approaches: Historically Underutilized Business Zone (HUBZone) set-aside, Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, Women Owned Small Business (WOSB) and Total Small Business set-aside. The Contracting Officer must establish a reasonable expectation that offers would be obtained from two or more HUBZone, SDVOSB, WOSB, or Small Business entities that are competitive in terms of market prices, quality, and delivery. You are advised that the Government is seeking to define the applicability of the requirement with regard to the available socio-economic programs. From the responses to this market research, the Government will evaluate the viable options and select the final acquisition strategy. Therefore, your response to this research is instrumental in supporting your company ™s business interests. If the Contracting Officer is unable to determine that any of the above strategies would be viable, the requirement may be competed on a unrestricted basis. Therefore, information from both large and small business is requested. It is anticipated that any resulting contract would be accomplished under the provisions of a firm-fixed-priced (FFP) contract. The NAICS Code for this solicitation is 333318 with a size standard of 1,000 employees. TECHNICAL CAPABILITIES: The Government envisions solutions for a dynamic aeromedical ejection seat trainer that meets the following requirements: 1.) Produce a G force continuous exposure of 4 Gz Positive over a vertical travel of 10-15 feet not to exceed 20 at maximum height from the point of initiation. 2.) Seat travel should also be tilted backwards 15% - 18 % to match the Martin Baker Ejection Seats actual travel out of T-6, T-45 and F/A-18 E/F and G aircrafts. 3.) At no time during the entire Gz ejection seat training shall the dynamic simulation exceed an instantaneous exposure of more than 6 Gz total for a period longer than 1/200th of a second. 4.) Ejection simulation sequence shall be student initiated via an upward force of 15-30 lbs (pull forces to be verified by AIR 4.6 as per T-6, T-45 and F/A-18 E/F/G Aircraft Specific NATOPS specifications) of pull force on an actual Martin Baker Ejection Initiation Handle while strapped into an actual Martin Baker seats via the two waist and two shoulder straps. 5.) Dynamic ejection seat trainer should incorporate an ejection seat that is accurately representative of an actual fleet ejection seat equipped aircraft. 6.) The device shall have appropriative Gz force monitoring equipment / safety sensors to ensure Gz forces are not exceeded, and the trainer prevents operation via dynamic motion cessation, as well as to allow the device operator (personnel) to return the seat to the home position when commanded. 7.) The following table lists critical simulation and instructional attributes: Demonstrates proper body positioning Offers the ability for the instructor to override ejection as a safety feature Replicates the physical feel of the actual environment (e.g., the feel of the seat, the feel of the restraint connections, and the feel and pull action of the ejection handle) Includes realistic performance of ejection handle pulling, body position, and emergency ground egress Enables verbal communication between the trainee and the instructor Integrates with standard flight gear Gives safety indications, such as lights on the front of the device to confirm that proper ejection conditions are in place (e.g., safety pins have been removed, leg restraints have been fastened, lap belt has been fastened, shoulder harness has been fastened, feet have been placed correctly, and the throttle and canopy are positioned) Use commercial and non-developmental items to the maximum extent practicable such that the device can be maintained without the need for proprietary components or components that are difficult to find Provides indications of incorrect body positioning via sensors (e.g., chicken wings, feet on rudder pedals, when looking up, or when shoulders are back) Simulates enough G-force to determine whether the body is in the proper position for ejection, while maintaining a safe level of G-force Integrates easily into the existing physical space and fits existing power capabilities Emulates the complete ejection process including the function and operation of the manual override handle Requires a minimal number of staff for operation Provides demonstration and practice of the emergency release handle and emergency ground egress Can be used with interactive small groups as well as one-on-one direct instruction Provides forces, vibrations, spatial, or motion cues to simulate the actual environment Allows for both general survival training aspects as well as specific seat training Allows trainees to go through different types of ejection (upper versus lower handle ejection) PLACE OF PERFORMANCE: NAS Pensacola, FL SUBMISSION DETAILS: If your company is interested in competing for this requirement please provide a response to this request in accordance with the directions below. Interested businesses should submit a brief capabilities statement package (no more than ten (10) 8.5 x 11 inch pages, font no smaller than 10 point) demonstrating ability to perform the efforts listed in the technical capabilities section of this document. Please indicate if you have available solutions on the General Supply Schedule Multiple Award Contract (GSA). In addition to Technical Capabilities, you should discuss any recent successful experience with similar efforts, your company ™s available expertise and resources (facility, financial, and personnel) a Rough Order of Magnitude (general estimate of cost) to accomplish the technical capabilities, address what areas and percentage of work you would expect to subcontract with other organizations, if any.
