STATEMENT OF WORK R- SUPPORT - MANAGEMENT - OTHER NOTICE DATE: JULY 17, 2014 Notice Type: Pre-solicitation NAICS: 238210 - Electrical Contractors and Other Wiring Installation Contractors Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 Solicitation Number: EA-133F-14-RQ-0736 Response Due: July 21, 2014, 8:00 P.M. EDT Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of the Office of Habitat and Conservation is soliciting a requirement for services to coordinate the Cape Fear River Partnership's Action plan. Provide all labor, material and equipment to perform the services, in accordance with the attached performance work statement. This RFQ is 100 percent set-aside for Small Business concerns. The associated North American Industry Classification System (NAICS) code is 541620, which has a corresponding size standard of 14 million in annual receipts. Solicitation number EA-133F-14-RQ-0736 will be issued July 17, 2014 and will close July 21, 2014. The period of performance for all work specified in the work statement is for (1) one year after receipt of order. Basis for Award The basis for award of a contract as a result of this Request for Quote (RFQ) will be an integrated assessment by the Government of the results of the evaluation based on the evaluation factors listed below. Past experience, Key personnel qualifications and price. Past Experience: Vendors shall provide a minimum of three jobs of similar size, scope and complexity within the past three years. Price: Vendors will be evaluated on the basis of low price in conjunction with past experience. Minimum Qualifications: Key Personnel Qualifications Required: • At least two years of experience related to the position and a Bachelor's Degree in an associated discipline. A Master's Degree in environmental management, policy, science or a related field is preferred. • Knowledge of and practical experience applying the principles of coastal and marine habitat conservation and fisheries management. • Demonstrated project management skills and ability to establish and maintain effective working relationships. Desirable: • Understanding of diadromous (migratory) fish, diadromous fish habitat, and fish passage restoration. • Experience developing and implementing conservation and restoration strategies at the landscape or watershed scale. • Ability to work independently and manage multiple tasks. • Ability to communicate effectively through both oral and written skills. • Familiarity and experience working with local partners involved in conservation issues in the Cape Fear River Basin. The Government anticipates awarding a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering the factors specified in the solicitation. All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about August 1, 2014.
