- Details on requirement This is a combined synopsis/soliciation for Other Than Full and Open Competition. The Air Force plans to procure one base year and one option year: CLIN: 0001 One (1 EA) License/Organization Certificate (CMMI); CLIN: 0002 Four (4 EA) Certified Introduction to CMMI-DEV Instructor Annual Support; CLIN: 0003 Four (4 EA) Certified CMMI-DEV High Maturity Lead Appraiser Annual Support; CLIN: 0004 One (1 EA) Certified CMMI-ACQ High Maturity Lead Appraiser Annual Support; CLIN: 0005 One (1 EA) Certified SCAMPI Lead Appraiser Annual Support; This will include one option year (Option one) CLIN: 1001 One (1 EA) License/Organization Certificate (CMMI); CLIN: 1002 Four (4 EA) Certified Introduction to CMMI-DEV Instructor Annual Support; CLIN: 1003 Four (4 EA) Certified CMMI-DEV High Maturity Lead Appraiser Annual Support; CLIN: 1004 One (1 EA) Certified CMMI-ACQ High Maturity Lead Appraiser Annual Support; CLIN: 1005 One (1 EA) Certified SCAMPI Lead Appraiser Annual Support; (NO SUBSTITUTIONS ALLOWED). The Base period is for Period of Performance 09/25/2014 - 09/24/2015, the Option period is for Period of Performance 09/25/2016 - 09/24/2017. CMMI Institute (Clearmodel LLC) is the only known company that is allowed to provide the certifications necessary for these levels of CMMI certifications. Contractor must be an authorized/certified CMMI certifier; verification will be made with the company. AUTHORITY: 10 U.S.C. 2304 (C)(1), JUSTIFICATION: SUPPLIES REQUIRED ARE FROM ONLY ONE OR A LIMITED NUMBER OF RESPONSIBLE SOURCE(S) AND NO OTHER TYPE OF SUPPLIES WILL SATISFY AGENCY REQUIREMENTS. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE, OR A LIMITED NUMBER OF SOURCES UNDER THE AUTHORITY OF FAR 6.301-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED PRIOR TO THE CLOSING DATE ON THE SOLICITATION WILL BE CONSIDERED BY THE GOVERNMENT. A DETEMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT BASED UPON RESPONSES TO THIS NOTICE IS SOLEY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALY BE CONSIDERED SOLEY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. SPECIFICATIONS, PLANS, OR DRAWING RELATING TO THE PROCUREMENT DESCRIBED ARE INCOMPLETE OR NOT AVAILABLE AND CANNOT BE FURNISHED BY THE GOVERNMENT. THE GOVERNMENT DOES NOT OWN THE DATA OR RIGHTS TO THE DATA NEEDED TO PURCHASE THIS ITEM FROM ADDITIONAL SOURCES. The solicitation will be issued on 17 July 2014. The Offer Due Date is 24 July 2014 10:00 AM MST. The entire solicitation will be made available only on FedBizOpps (FBO) website at: http://www.fbo.gov.
