- The Bureau of Land Management (BLM), Department of Interior, Farmington Field Office (FFO) in New Mexico intent to award a Firm-Fixed Price contract to Siemen's Industry Inc. 8804 Washington St. N.E. Ste. F. Albuquerque, N.M. 87113 to reprogram the control system with the attached control sequence, conduct a point to point checkout to verify the components of the HVAC system are responding accordingly, fix faulty data connections and identify the components that are not functioning according to the requirements in the control system. The FFO has a single, computerized HVAC controller that operates the Siemens direct digital control (DDC) system. The DDC system requires an update to the control sequence. A justification for Other than Full and Open competition has been prepared in support of this acquisition. The government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulations (FAR) 6.302.1 Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a Request for Quote (RFQ) or a Request for Proposal (RFP). Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the government. Interested parties may identify their interest and capability to respond to the requirement, or submit capability statements by responding to this notice no later than 5:00 p.m. EST, August 1, 2014 by e-mail to etippeco@blm.gov. All information submitted should support the offerors capability to provide the service required, and shall be furnished at no cost or obligation to the government. The primary North American Industry Classification System (NAICS) code is 238220-Plumbing, Heating, and Air-Conditioning Contractors, with a small business standard of $15.0. Anticipated award date is estimated to be early August, 2014.
