- ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1(a)(2) to Sediment Solutions, 2 West Ln, Severna Park, MD, 21145. Sediment Solutions is the only known source capable of meeting the Government's requirements due to the availability of the subject matter expert. The Government has a need for expertise and technical support in the design and interpretation of experiments used to develop an integrated, comprehensive capability for evaluating the effect of contaminant influx on the performance of in situ remedies. Sediment Solutions holds the only known patented solutions for activated carbon amendment delivery to sediments. There are no other known experts who have the experience and tools necessary to meet the government's requirements. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 5:00 P.M. CT on 31 July 2014. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
