- Specification for the Apartment Modules This is a synopsis prepared in accordance with the format in FAR Part 13, Simplified Acquisitions Procedures. This is a Notice of Intent. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The announcement number for this acquisition is RFQ-NIH3432310 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date is August 1, 2014. This acquisition will be processed under Simplified Acquisition Procedures (SAP).The associated North American Industry Classification System (NAICS) Code is 423440 and has a size of 100. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the Division of Veterinary Resources (DVR) intends to procure on a sole source basis from Primate Products Apartment Modules and Activity Modules. The Modules must be compatible with the existing modules currently in use at the DVR Facility. Due to the height of the bulkheads, the doorframes leading into the animal rooms have a clearance height of 79.5 inches and the new rack cannot exceed 79 inches in height. Racks exceeding the height will not fit through the door of the animal transportation vehicles. Purchasing cages of the current type and dimensions as our existing units significantly minimize the risk of escaping animals and potential injuries to humans and animals. The racks must be able to withstand high impacts to be able to hold the animals securely and safely. Primate Products supplied the previous racks and the new racks must be compatible with the current racks in the lab to fit securely. Specifications are attached. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 10:00 AM Eastern Standard Time (EST), August 1, 2014 to Ms. Tonia Ellen at ellent@od.nih.gov. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please reference the announcement number on all correspondence.
