- THIS IS NOT A SOLICITATION, INVITATION FOR BID (IFB), REQUEST FOR QUOTE (RFQ), OR A REQUEST FOR PROPOSAL (RFP). THIS SOURCES SOUGHT IS FOR ACQUISITION PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THIS ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF ANY GOVERNMENT ASSESSMENTS. PURPOSE: The 900th Contingency Contracting Battalion, Fort Bragg NC is conducting this Sources Sought in support of Market Research to find out if there are any businesses capable of providing an E911 backup Call Center. The contractor will be responsible for procuring, installing and configuring the telecommunications and E911 infrastructure required. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The type of set-aside decision to be issued will depend upon the responses to this sources sought. NO SOLICITATION IS CURRENTLY AVAILABLE. SCOPE: This Market Research/Sources Sought Notice is for information purposes only. It is being used to determine if a business is capable of providing the personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items and non-personal services necessary to procure, install and configure the telecommunications and E911 components required to facilitate the implementation of a scaled-down alternate E911 Call Center on Pope Army Airfield as defined in the Statement of Work. This acquisition may be subject to the Investment/Expense threshold funding restriction ($250,000). If you have concerns about the complexity of these technical requirements with respect to this funding limitation, please elaborate in your response. CAPABILITY STATEMENT /INFORMATION SOUGHT: Interested organizations must provide clear and convincing documentation of their capability of meeting the requirement specified in the PWS. Interested organizations that believe they possess the ability to provide the required must submit specific documentation of their ability to meet the requirements. Interested organizations must provide their Company Name, DUNS number, Physical Address, and Point of Contact Information. Interested organizations are required to identify their type of business, applicable North American Industry Classification System Code, and size standards in accordance with the Small Business Administration. The Government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. When submitting this information, please reference the solicitation notice number. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer. Facsimile responses are NOT accepted. All capability statements sent in response to this Sources Sought Notice must be submitted electronically (via email) to CPT Peter Warner, Contract Specialist, at peter.c.warner.mil@mail.mil and Michael Pressley, Contracting Officer, at Michael.a.pressley6.civ@mail.mil. All responses must be received by July 29, 2014 by 10:00 AM (EDT). Note: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The solicitation release date is pending. The Government intends to negotiate a fixed-price purchase order. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
