- Market Survey Questionnaire The 502d Contracting Squadron at Joint Base San Antonio (JBSA) - Lackland is seeking sources capable of providing personnel, materials, supervision, and other items necessary to perform the services identified below. This notice is for planning purposes only and shall NOT be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services, and does NOT constitute a commitment (implied or otherwise) that a procurement action will be issued. The purpose of this request for information is to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10. The NAICS code associated to the services is 561720 and the size standard is $16.5M. Responses to this notice are strictly voluntary. The Government is not liable for any costs incurred by interested parties in responding to this request for information. Interested parties are encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. DESCRIPTION: To provide no-personal services to include all management, tools, equipment, supplies, vehicles, storage, and labor necessary to ensure that custodial services are performed at Joint Base San Antonio, Randolph, Seguin, and JBSA Canyon Lake Recreation Areas, in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. The Contractor shall accomplish all cleaning tasks and be required to provide and replenish soap and paper products in all restrooms. All work performed by the Contractor shall be performed in accordance with all applicable laws, regulations, HAF, HQ AETC standards, instructions, and commercial/industry practices using commercial/industry standard equipment, materials, supplies, vehicles, and tools. Based on the current draft versions of the Performance Work Statement (PWS), it is anticipated that the contractor will have to service about 120 buildings at different locations including an estimated total of 1,900,000 square feet, of which approximately 1,275,000 sqft is carpet flooring and 85,000 sqft is restroom areas. Some of the buildings would require different service levels and cleaning would vary in frequency and details ranging from 3 times a day to once a month across the main Randolph area, Seguin and Canyon Lake Recreational Areas. In addition, due to the various organization and mission changes, it is likely that the contractor would have to be prepared and be flexible to manage and the manpower required for added or deleted buildings from the scope of work on relative short notices. In addition, the prospective contractor would have to provide services to Child Development and Youth Centers which require that personnel be able to pass criminal history background checks, as well as providing verification of current immunizations for the personnel providing services in those areas. The period of performance is anticipated to be for a base year, and potentially extend for additional years no to exceed five.
