Description
The Protected Species Branch (PSB) of the Northeast Fisheries Science Center (NEFSC), Woods Hole, MA is seeking a charter vessel to retrieve ten (10) retrieve ten (10) marine acoustic recording units (MARUs) between September 1-17, 2014. Nine (9) of the MARUs run in a line from the New York Bight to the Southern tip of Browns Bank, with one (1) additional MARU located in the Great South channel. The PSB has an active Passive Acoustic Research Program investigating how marine animals use sound, the importance thereof and the impacts on human made noise on protected and/or endangered marine mammals and other acoustically-sensitive marine animals (e.g., fishes, sharks and sea turtles). This project is part of the long term monitoring of movements and distribution of large whales focused on understanding current and expected changes in their occurrence throughout biologically important areas. The work should take no more than six (6) days at sea with the option for additional days in the event of weather delays. The minimum vessel requirements for this charter consist of the following: - Capable of safe operation across the continental shelf break from the New York Bight area across Georges Bank and Browns Bank. The MARU buoys are deployed in depths ranging from 47 to 432 meters. - Deck space capable of accommodating and supporting the scientific equipment (to be detailed in the solicitations statement of work). - Sufficient deck space to accommodate the ten (10) marine acoustic recorders and cases. - Clean, sanitary, and sufficiently ventilated berths with mattresses for vessels crew and scientific staff. Bunk areas shall contain at least one drawer or closet per occupant for storage of clothing and personal gear. - A minimum of one head, one shower and sink with hot water that is available to scientific crew. - Sufficient potable water for scientific staff and vessel crew for the duration of the cruise. - Galley facilities for required staff and crew. A comprehensive list of actual requirements will be included in the Statement of Work within the solicitation package document. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 483114. The small business size standard is 500 employees. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Part 13. The Award will be made to the quoter whose quote meets all Statement of Work and solicitation requirements and is judged to be the best value, by an integrated assessment of price and other evaluation factors to be listed in the solicitation. Solicitation documents will be made available for download ON OR ABOUT July 18, 2014 at http://www.fbo.gov/. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. Quotes shall be submitted no later than July 28, 2014, 4:00 PM EST.
