Description
This announcement is issued for informational and planning purposes only. This Request for Information (RFI) is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. The Department of the Treasury's Bureau of the Public Debt (BPD) is conducting market research to determine the feasibility of companies that can provide credentialing services preferrably small buisnesses for the Armed Forces Retirement Home (AFRH) in Washington, DC and Gulfport, Mississippi. The AFRH requires a qualified contractor to provide expert credentialing services for all independently licensed federally certifies and all other practitioners' employees or providing health care services at both facilities in Washingotn, DC and Gulfport, MS. The Contractor shall perform online (electronic) credentialing services upon request for all independently licensed and any other requested practitioners providing services at and for the AFRH. The electronic credentialing system must meet the highest level of federal Internet security but allow AFRH 24/7 accesses by designated credentialing staff as needed to review and obtain data and documentation when needed. Individual practitioners must have the ability to submit required documents and request privileges online. In addition, the Contractor shall provide a means by which to transfer currently privileges practitioners' files as well as provide renewal services for practitioners already credentialed at AFRH. Credentialing will be performed on all independently licensed practitioners; government, contract, and volunteers. The services shall be initiated upon receipt of request and completed within 45 days of initiation. All credentialing files must meet The Joint Commission credentialing requirements at all times. Contractor must remain up to date on all changes in National Committee for Quality Assurance (NCQA), CARF and The Joint Commission credentialing requirements. Services shall be provided for approximately 75 independently licensed practitioners between the two campuses. The Contractor shall: a. Have expert knowledge of and remain up to date on the legal requirements by state for proper credentialing of all independently licensed practitioner staff. This includes changes in the required education. b. Provide training the AFRH staff on use of the CVO organization's electronic credentialing system as well as on any upcoming changes in the system. c. Be available and provide ready access to all credential files during surveys or inspections by The Joint Commission, CARF, the DoD IG as well as any similar oversight organization or process. d. Cooperate in the investigation of any incidents involving the independently licensed practitioners' credentialing and/or training and certification, which gives, rise to claims against the United States under the Federal Tort Claims Act. The Contractor shall maintain sufficient staff to complete the credentialing services in a manner, which meets the AFRH's needs to conduct employment services, and for the maintenance or renewal of credentials and clinical privileges. The Contractor must: a. Disclose the data and information it can provide. b. Provide documentation describing how its data collection, information development, and verification processes are performed. c. Give sufficient, clear information on database functions, including any limitation of information available to the AFRH (such as practitioners not included in the database), a summary overview of quality control processes related to data integrity, security, transmission accuracy, and technical specifications. d. Has a formal arrangement for communicating changes in credentialing information. In response to this RFI we are asking that respondents provide the following information: 1. The name and location of your company, DUNS, contact information, and information pertaining to any socio-economic status your company may hold such as: 1) small business; 2) 8(a) bueinss; 3) HUBZone small business; 4) small disadvanataged business; 5) woman-owned small business; 6) veteran-owned small business; 7) service-disabled veteran-owned small business, or 8) large business. 2. A brief capabilities statement (not to exceed 5 one-sided, 8x11", 12-point font pages) that includes: • Company overview and the services provided • Relevant company experience related to: o Functional expertise and change management experience in credentialing services of other federal government agencies. o Demonstrated knowledge of the National Committee for Quality Assurance (NCQA), the Joint Commission and Commission on Accreditation of Rehabilitation Facilities (CARF) requirements. • Provide information on the your Electronic Credentialing system • Physical location of where the company can perform services The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office compatible documents and.pdf files are acceptable. No other information regarding this Request for Information (RFI) will be provided at this time. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this RFI. Telephone responses to, or inquiries about, this RFI will NOT be accepted. Responses to this RFI must be submitted no later than 2:00p.m. ET on July 29, 2014. Responses must be submitted electronically to PSB1@bpd.treas.gov, with the subject line "RFI-AFR-14-0080, Attn: HS/SB".
