- Solicitation FA4610-14-R-0025 Attachment 3-RMDF Solicitation FA4610-14-R-0025 Attachment 2-Davis Bacon Act Wage Determination Solicitation FA4610-14-R-0025 Attachment 1-Mass Notification Specification Solicitation FA4610-14-R-0025 This acquisition is a competitive100% total small-business set-aside for contractors. This Request For Proposal (RFP) will be a firm fixed price contract. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 238210. All other firms are deemed ineligible to submit offers. The small business size standard is $14,000,000.00. The Contractor shall provide the government with a complete engineering design, construction, and warranty for the installation of a mass notification system for the Air Education and Training Command (AETC) campus on Vandenberg AFB, CA. All work shall be in conformance with the requirements of the contract including furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management and other services (including engineering/technical support), items and incidentals necessary thereto. The work is required in support of the 30th Civil Engineering Squadron, Base Civil Engineering activities. The Government intends to award on a Lowest Price Technically Acceptable (LPTA) basis. The solicitation and subsequent amendments will be available via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. All potential offerors must be registered on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/portal/public/SAM/#1. It is important to read the solicitation completely, as there are terms and conditions that must be met by the prospective offeror in order for the proposal to be considered responsive. The government will not pay for any information submitted in response to this solicitation. The government reserves the right to cancel this solicitation at any time. Any questions regarding this solicitation must be submitted via email to the points of contact listed in the solicitation. A site visit is scheduled for 09:00 AM Pacific Time on Monday, 28 July 2014 at the Vandenberg AFB Visitor Center, corner of CA Hwy 1 and California Blvd, Vandenberg AFB, CA. The purpose of the site visit will be to answer questions regarding the solicitation and is not intended for contractors to present their capabilities. Contractors wishing to attend the site visit must RSVP in writing by contacting ALL the following individuals no later than 23 July 2014 at 12:00 noon Pacific Time: Jeffrey Grelck, jeffrey.grelck@us.af.mil, 805-606-8437 Horacio Fernandez, horacio.fernandez@us.af.mil, 805-605-0434 The RSVP must contain: The company name The names of attendees (Attendees will be limited to 3 individuals per company due to limited room capacity) **For individuals that do not have base access, the dates of birth and driver's license numbers (or social security numbers) are also required in order to have a base access pass prepared. RAPIDGate does not work at Vandenberg AFB.** Upon receipt of the RSVP, a confirmation of receipt will be sent from one of the Government parties with further information regarding the site visit. If you do you receive a confirmation by 2:00 PM Pacific Time on 23 July 2014, please contact the individuals at the numbers listed no later than 3:00 PM Pacific Time on 23 July 2014 to ensure your RSVP was received. Attendance to the site visit is not mandatory for contractors interested in proposing on the RFP, however, it is highly recommended. All questions regarding the solicitation must be submitted in writing to the individuals listed above no later than 1 August 2014. Proposals are due by 4:00 PM Pacific Time on 18 August 2014.
