- THIS PROCUREMENT IS SET ASIDE FOR SMALL BUSINESSES. IT IS A FIRM FIXED PRICE CONSTRUCTION SOLICITATION. THIS IS A DESIGN-BID-BUILD PROJECT. This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, quote mark Improvements for the 9th TSG Army Reserve Facilities, Tafuna, American Samoa, quote mark as described within this announcement. The Government intends to issue a formal solicitation via an Invitation for Bid (IFB) in accordance with FAR Part 14, which will follow this announcement and will take place no sooner than 15 days from the publication of this announcement. Solicitation plans and specifications will be made available for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website located at https://www.fbo.gov/ on or about August 1, 2014. It is the bidder's responsibility to check for any posted changes to the solicitation. The North American Industry Classification Code (NAICS) for this requirement is 236220 (Commercial and Institutional Building Construction). The small business size standard for this NAICS code is $36,500,000 average annual revenue. The Government intends to award a firm-fixed price contract as a result of this solicitation. Project Description: This project is to provide all plant, labor, transportation, materials, facilities, tools, appliances and supervision necessary to perform and complete the improvements for the 9th TSG Army Reserve Facilities, in Tafuna, American Samoa. The project scope includes the following improvements: installation and replacement of water pump, installation and replacement of back flow preventer, installation of motorization of a roll up door, installation and replacement of existing lighting fixtures with energy products, installation of insulation ceiling insulation, and installation of motion, heat and sound sensors. The magnitude of construction is between $1,000,000 and $5,000,000. Offerors must have and/or maintain an active registration with the System for Award Management (SAM) website. Small, small disadvantaged and women-owned small business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses, and all interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small, small disadvantaged and women-owned small business concerns in accordance with the provisions of Public Law 95-507.
