Description
The proposed contract is a competitive procurement and is 100 percent set-aside for Historically Underutilized Business Zone (HUBZone). The Government will only accept offers from certified HUBZone business concerns. In order to submit a proposal, you must be a certified HUBZone business concern, registered in the System for Award Management (SAM) website https://www.sam.gov/portal/SAM/, and VETS 100 http://www.dol.gov/vets/index.htm. This notice does NOT constitute a Request For Proposal (RFP), request for quote, or invitation for bid. The intent of this notice is to improve communication with the industry during the market research process. Naval Facilities Engineering Command, Southwest, intends to issue a Request for Proposal (RFP), N62473-14-R-1006 to Repair Taxiway Shoulders and Lights at Travis AFB, CA. This acquisition will result in the award of a Firm-Fixed Price (FFP) contract. The contract will be procured using competitive proposals, as it has been determined to be the most appropriate method of contracting for the subject project. This is a Design-Bid-Build project. The project includes the reconstruction of concrete panels and asphalt shoulders on all taxiways on the northwest side of Runway 03L-21R as well as replacement of all edge lights within the reconstructed taxiway shoulders. The existing taxiway fillets will be demolished, and reconstructed with Portland Cement Concrete (PCC) pavement. The taxiway shoulders will be constructed of Hot Mix Asphalt (HMA) pavement. The electrical work for the project will consist of new taxiway edge lights and runway/taxiway signs. Additionally, a duct bank will be constructed that extends from the south edge of the 200 Ramp, between Taxiway N and Runway 03L-21R. The work also includes environmental soil mitigation in conjunction with grading and embankment work, in order to accommodate the reconstructed pavement. The anticipated contract award date is 30 September 2014. The duration of the contract will be 365 days from contract award. The North American Industry Classification Code (NAICS) 237310 is applicable to this solicitation. The size standard is $33.5 million. The project magnitude will range from $25,000,000 to $100,000,000.00. The anticipated RFP issue date is 1 August 2014, but is subject to change. The RFP documents will be available for download electronically on the Federal Business Opportunities (FEDBIZOPPS) at https://www.fbo.gov/ and the Navy Electronic Commerce Online (NECO) at https://www.neco.navy.mil.
