Description
NAMA-14-Q-0083, Attachments 1 through 11. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is NAMA-14-Q-0083 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-75 effective June 24, 2014. This requirement is unrestricted under NAICS code 561312 Executive Search Services. CONTRACT LINE ITEM NUMBER (CLIN)s : See Attachment 1, Schedule of Prices. REQUIREMENT: The purpose of this acquisition is to obtain Executive Recruitment Services to find highly qualified candidates for the Director of the Nixon Presidential Library for the National Archives and Records Administration (NARA). See Attachment 2, Performance Work Statement ; Attachment 3, Quality Assurance Surveillance Plan (QASP) ; and Attachment 4, Performance Requirements Summary. PERIOD OF PERFORMANCE: Months 1 through 5. PLACE OF PERFORMANCE : It is anticipated that a majority of the work will be performed at the successful Contractor’s facility with infrequent meetings at NARA’s Archives II facility in College Park, MD and the Nixon Presidential Library and Museum in Yorba Linda, CA. The following Federal Acquisition Regulation (FAR) clauses are incorporated and are to remain in full force in any resultant purchase order(s), with the exception of FAR provisions which will be removed prior to issuance of the purchase order(s) : FAR 52.212-1, Instructions to Offerors - Commercial Items (April 2014) applies to this solicitation as supplemented by Attachment 9, Quotation Submission Instructions ; EVALUATION (In lieu of FAR 52.212-2) : The Government reserves the right to award on the initial quote without discussions of this procurement. Evaluation and award will be in accordance with the procedures at FAR Subpart 13.106-2, Evaluation of Quotations or Offers as prescribed by FAR 12.301(c)(2). Selection of the firm to perform this fixed price purchase order with not-to-exceed CLINs will be based on NARA’s assessment of the overall best value to the Government. Best value for this procurement will be obtained through a best value tradeoff wherein the following technical factors are of equal importance and, when combined, are more important than cost or price. The technical factors are as follows: 1. Technical Understanding and Approach (Volume I) and 2. Past Performance (Volume II) (See Attachment 9, Quotation Submission Instructions and Attachment 10, Evaluation Factors for Award. 3. Price Contractors must submit their pricing in accordance with RFQ Attachment 1, Schedule of Prices. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (May 2014) - An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items (May 2014) -- see RFQ Attachment 7, Addenda to FAR clause 52.212-4 (Additional NARA Terms and Conditions) ; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (JUN 2014) – See RFQ Attachment 6, FAR Clauses for the full text of this clause. QUESTIONS : Questions regarding this RFQ must be submitted in writing to the Contract Specialist, Mr. James Philiposian (Contractor Support) at james.philiposian@nara.gov by no later than 3:00 PM ET on July 17, 2014 to be considered. Questions submitted at a later date may not be answered. The Government will answer questions or requests for clarification via a written RFQ amendment. SUBMISSION DEADLINE: Quotations must be received by 3:00 PM ET on August 5, 2014. Failure to submit quotations by the due date may result in rejection of the quotation as untimely.
