Description
The Office of the Assistant Secretary for Planning and Evaluation (ASPE) within the Department of Health and Human Services intends to negotiate on a sole source basis with The National Academies of Sciences under the authority of FAR 6.302-1 for the project entitled, " Forum on Investing in Young Children Globally" using FAR Part 15 procedures. This Institute of Medicine/National Research Council's (IOM/NRC) Board on Children, Youth and Families forum is intended to connect the best science on how to support children's growth and development, including two-generation approaches, with practices and policies on the ground around the world. The Forum on Investing in Children Globally will create and sustain, over three years, an evidence-driven community of stakeholders across northern and southern countries who aim to explore existing, new, and innovative science and research from around the world and translate this evidence into sound and strategic investments in policies and practices that will make a difference in the lives of children and their caregivers. Forum members include representatives from the research, government, practitioner, and philanthropic sectors, and will build bridges across sectors and partner with other organizations, including other science academies and coalitions working toward improving investments in young children globally. Forum activities and products will be used to inform practices from local communities to government systems; policies at the country, state, and local levels; and research agendas. At least two meetings of the Forum will be planned and organized each year (six total, over the three year project period) to enable dialogue and discussion of interest to the members. Meetings will highlight the science and economics of integrated investments in young children living in low-resourced regions of the world across the areas of health, nutrition, education, and social protection. Specific workshop meeting topics are discussed and chosen by Forum members. The proposed contractor, The Committee on National Statistics of The National Academies has extensive experience convening expert committees from a variety of fields to provide objective, credible, and scientific recommendations addressing extremely complex health policy issues, such as the topic of this proposed study. The IOM's selection of experts draws on nationally known experts in the field, with specific consideration of the overall balance of viewpoints on the committee. The Board on Children, Youth, and Families is uniquely situated to convene experts and stakeholders to connect the best science on how to support young adults' developmental outcomes through interventions and policies. Forums are led by distinguished individuals selected for their extensive expertise and experience in the topic under study. The IOM/NRC can secure the participation of experts whom it invites to serve. The National Academies work is made possible by 6,000 of the world's top scientists, engineers, and other professionals who volunteer their time without compensation to serve on committees and participate in activities. All responsible sources may submit a capability statement or proposal, which shall be considered by the agency, electronically to Bryan Daines at bryan.daines@psc.hhs.gov. Responses are due by July 28, 2014 by 9:00 am EST. Responses will not be accepted after the due date. If no capability statements or proposals are received which specifically demonstrate the ability to perform the requirements above, the Government shall proceed with negotiating a Cost plus no fee order with The National Academies of Sciences Institute of Medicine.
