- This is a Combined Synopsis/Solicitation (CSS) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-74, Effective 01 July 2014 and Defense Federal Acquisition Regulation Supplement (DFARS), current to DPN 20140624(Effective 24 June 2014) Edition. This solicitation is being issued as a Request for Quotation (RFQ) under Solicitation Number W9124R-14-T-0155 which will result in a single-award, firm fixed price contract. This action is being solicited as a 100% small business set aside. The North American Industry Classification System (NAICS) code is 332420, quote mark Metal Tank (Heavy Gauge) Manufacturing, quote mark with a size standard of 500 employees. All responding vendors must be actively registered with the System for Award Management (SAM) prior to award of contract. Information to register in SAM can be found at https://www.sam.gov/portal/public/SAM. All responding vendors must submit their Registration and Representations and Certification with their quote. It is anticipated that a Firm Fixed Price (FFP) contract will be awarded for this effort. Award will be made on a Lowest Price/Technically Acceptable (LPTA) basis. Award will be made on an all or none basis. An offeror must quote on all items in this solicitation to be eligible for award. The fuel bowser's are used to hold fuel for use at remote test sites. The systems have a recirculation system which maintains the fuel at aviation grade. The bowser must also be mobile and road worthy as it will need to transit along Highway 95 in route to the remote test sites. (See Attachment 2 for salient characteristics.) Quotes shall conform to the Contract Line Item Number (CLIN) structure listed below. Payment will be made through Wide Area Work Flow (WAWF). Offerors shall account for any costs associated with accepting payment. The United States Army Yuma Proving Ground (USAYPG), Yuma, Arizona is requesting quotes which consist of the following Contract Line Item Number (CLIN): CLIN 0001: Quantity: 2, Unit of Issue: Each, Description: Fuel Bowser, 1,000 Gallon Steel Tank. (See Attachment 2 for salient characteristics.) Shipping and taxes (if applicable) shall be incorporated into your proposed price. Delivery shall be made to United States Army Yuma Proving Ground (USAYPG), AZ 85365-9498 with FOB Destination. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. All responding vendors must fill out the DFARS 252.209-7993 - Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction under any Federal Law - Fiscal Year 2014 Appropriations attachment and sent back with your quote. All quotes are due by 24 July 2014 at 5:00 PM MST. All inquiries shall be clearly marked with solicitation W9124R-14-T-0155 and sent by email to jason.w.house2.civ@mail.mil As a minimum, offerors shall include with their signed quotation the following information: (1) Company name, address, Dun & Bradstreet Data Universal Numbering System (DUNS) number, and Tax Identification Number (TIN); (2) POC with telephone and facsimile numbers and email address; (3) Proposed price, Arizona vendors are to include the Arizona Transaction Privilege Tax; and (5) Acknowledgment of Solicitation Amendments. Offerors that fail to furnish required representation or technical information as required by FAR provisions 52.212-1 or reject the terms and conditions of this solicitation may be excluded from consideration.
