- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-14-T-0149 is issued as a Request for Quotation (RFQ). The Government reserves the right to award without discussions. The solicitation document and incorporated provisions and clauses are in effect through the Federal Acquisition Circular 2005-71. The requirement is not a set aside. The associated NAICS code is 334516. The small business size standard is 500 employees. Contract Line Item Number (CLIN 0001AA) will be issued for a quantity of three (3) MCLS1 Four Channel Laser Sources. Offerors should note that Defense Federal Acquisition Regulation Supplement Clause 252.211-7003, Item Unique Identification and Valuation, applies to this solicitation and any resultant contract. The place of inspection and acceptance is at Redstone Arsenal, Alabama 358598. FOB Point is Destination. Shipping address is as follows: SHIP-TO: W80RA6 U.S. Army TMDE Support Center Attention: Mr. John McClain AMSAM-TMD-SR Building 5435 Fowler Road Redstone Arsenal, Al 35898-5000 Requested delivery date is 30 days after the receipt of order (ARO). Estimated shipping timeframe and cost shall be included in quotation. Description of the requirements is as follows: Solicitation Number W31P4Q-14-T-0149 is issued as a request for a Firm Fixed Price quote for the procurement of three (3) MCLS1 Four Channel Laser Sources. The US Army Contracting Command, Redstone Arsenal, intends to issue a sole source contract to ThorLabs, Inc., 56 Sparta Avenue, Newton, New Jersey 07860-6005. The statutory authority permitting other than full and open competition for this requirement is 10 U.S.C. 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) entitled - quote mark Only one responsible source and no other supplies or services will satisfy agency requirement quote mark. Provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Provision at 52.212-2, Evaluation - Commercial Items will be applicable and this action will be awarded on the basis of lowest price and technically acceptable quote. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representatives and Certifications - Commercial Items, with the offer. Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, also applies to this acquisition; and clause 52.232-7006, Army Electronic Invoicing Instructions and Electronic Submission of Payment Requests, via Wide Area Work Flow (WAWF). Other clauses may be included in the award, if applicable. All quotes are due no later than 4:00 p.m. (CST) 30 July 2014, to the Army Contracting Center, Redstone Arsenal, Building 5250, Room C117, Redstone Arsenal, AL 35898-5280. All responsible sources may submit a proposal or quotation, which shall be considered by the agency. Electronic quotes are preferred and may be submitted to: david.c.webb8.civ@mail.mil.
