- Draft of Performance Work Statement for propane delivery to JBER. The 673 Contracting Squadron at Joint-Base Elmendorf-Richardson (JBER) is issuing this Request for Information (RFI)/Sources Sought in an effort to perform market research to assist in determining the acquisition strategy for propane delivery and propane tank maintenance at JBER. The contractor shall provide all transportation, fuel, personnel, equipment, tools, materials, supervision, and other items and services necessary to deliver propane to the locations listed in the attached draft Performance Work Statement (PWS). The government intends to fulfill future propane purchases using a Firm-Fixed-Price with Economic Price Adjustment (EPA) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. Under this contract structure offerors will propose pricing relative to a standard index that represents the established market price. The successful offeror will receive delivery orders to provide propane for a certain period of time at a fixed price. The price will be renegotiated based on the standard index to account for market fluctuation (if necessary) prior to the next delivery order being placed. The purpose of this RFI is to identify potential contractors for this future requirement and allow contractors to provide input on the contract structure including the length of time a price can be held between price adjustments, and recommendations on an industry standard price index to use as the basis for initial proposals and future adjustments. This RFI is for planning purposes only. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. Responses to this RFI should not exceed three (3) pages. The designated NAICS Code is 324110 (Petroleum Refineries) with a small business size standard of 1,500 employees. Please include any additional terms and/or conditions that might be included in a contract between commercial entities which may differ or not be included in the DRAFT PWS.
