- The purpose of this amendment is to: 1. Upload the PowerPoint presentation from Industry Day; and, 2. Provide answers to questions submitted. See attachments. The Department of Energy (DOE) is issuing this notice regarding Pre-Solicitation Conference / Sources Sought Notification as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for an Information Technology Support Services (ITSS) contractor. The results of this market research will contribute to determining the method of procurement. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals, in accordance with FAR 15.201(e); responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
