- RFQ Attachments: SP4703-14-Q-0049 - Combined Synopsis/Solicitation with Applicable Clauses and Provisions Combined Synopsis/Solicitation Annual Verification/Inspection/Testing for Petroleum Storage Tank Valves, Switches, and Overfill Prevention Equipment - Defense Supply Center Richmond (DSCR), VA. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation number SP4703-14-Q-0049 is issued as a request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. For applicable clauses and provisions, refer to list of applicable clauses attached. The North American Industry Classification System (NAICS) Code is 238290. The small business size standard is $14M. This acquisition is an unrestricted procurement. This is a firm-fixed price contract. Partial proposals will not be accepted. Pricing for all line items must be submitted with the proposal. DLA Installation Support at Richmond operates on behalf of Defense Supply Center Richmond, which is a field activity of the DoD Defense Logistics Agency. Defense Supply Center Richmond is located 2.5 miles south of the City of Richmond in Chesterfield County, Virginia. The purpose of this procurement is to provide services to verify, inspect, and test equipment of aboveground storage tanks (ASTs) and underground storage tanks (USTs) containing petroleum fuel located at DSCR. Annual inspections to ensure valves, switches, and overfill prevention equipment is operating properly will minimize the risk of petroleum releases to the environment. The Petroleum Equipment Institute (PEI) has developed Recommend Practices to be used by industry for verification, inspection, and testing of overfill prevention systems. The Steel Tank Institute (STI) has developed annual Standards for Inspection to be used by industry for the testing of anti-siphon valves, solenoid valves, and electrical shutoff switches. Please see attached Statement of Work (SOW) for all additional requirements and information. Award will be made to the lowest priced offeror that meets the requirement stated in the Statement of Work and the solicitation. The contractor must be registered in the System for Award Management (SAM) prior to award. SAM is the official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. If not already registered in SAM, go to www.sam.gov to register prior to submitting your proposal. Quotes are due by Closing Date: July 23, 3:00 PM, EST.
