Description
NASA/KSC has a requirement for Additional Programmable Logic Controllers (PLCs) to fabricate the Local Control and Remote I/O Distributors for Ground Support Equipment (GSE) requiring local command and control. NASA/KSC intends to purchase the items from Rockwell Automation/Allen Bradley. NASA/KSC has initiated and led the Integrated Network Control System (INCS) Team to determine the best architecture and method to replace the ground systems. This activity included evaluating the currently available and proven industrial automation control systems. NASA, with the assistance of each vendor, assembled the Rockwell Automation Allen-Bradley, Modicon, and Omron systems in accordance with the INCS architecture, and tested and evaluated the systems in accordance with the INCS System Level Specification (SLS). The specification for the Command and Control Bus (CCB) required a system that is both deterministic and redundant. "Deterministic" means that the system will provide data and accept commands on a schedule that is repeatable and does not vary in time or duration. "Redundant" means that the system provides data and accepts commands on dual paths simultaneously. This requirement was only met by the Allen-Bradley ControlNET bus and associated products. Therefore, based on overall performance and the CCB requirement, Allen-Bradley was the only manufacturer to fully support the ControlNET protocol in full redundant mode for the INCS. NASA is currently procuring additional Controllers from Rockwell Automation who is the previous provider and is the only vendor who can provide Programmable Logic Controllers that will be compatible with and required to integrate into the Kennedy Ground Control Subsystem. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 28, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
