Description
----Change 1---- The purpose of this notice is to provide supplemental information to the Special Notice posted on May 13, 2014 about the Project Manager Tactical Radio (PM-TR) Handheld, Manpack & Small Form Fit, Rifleman Radio Pre-Solicitation Conference to be held on May 27, 2014 at Aberdeen Proving Ground, MD. Please see the attached files for registration information and specifics about the Pre-Solicitation Conference. The Government is not responsible for any delays in receipt of e-mailed registration forms, and interested parties are asked to submit registration forms as soon as possible. Telephone registration requests are not allowed and will not be accepted. Late registrations will not be accepted. Attendance at the Pre-Solicitation Conference is neither required nor is a prerequisite for proposal/bid submission, and participation will not be considered in the evaluation of proposals. After the conclusion of the conference, the government's presentation materials will be posted at www.fbo.gov under W15P7T-14-R-0003. This notice is issued solely for information and planning purposes - it does not constitute a Final Solicitation or a promise to issue a Final Solicitation in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this notice; all costs associated with responding to this notice, to include travel and attendance at the pre-solicitation conference, will be solely at the interested parties' expense. ----Change 2---- The purpose of this change to the notice is to provide additional documents that were not included in Change 1 of 16 May 2014 to the notice. The additional documents being provided are an Industry Day Letter and an Industry Day Registration Form, which provide further instructions for attending the Rifleman Radio Pre-Solicitation Conference. Please see the attached documents, and the above information in the Original Synopsis and Change 1 for further information. ---Change 3--- The purpose of this change to the special notice is as follows: 1. Provde the Draft Requestion for Technical Proposal (RFPT) along with applicable documents. Several of the documents have already been attached to this notice via the original announcement on 13 May 2014. 2. Provide a draft of the first order of the Rifleman Radio IDIQ contract. This draft order will be awarded concurrently with the IDIQ contract. 3. Provide an updated agenda for the Rifleman Radio Industry Day. 4. Release a Market Survey. Please refer to the original special notice posted on 13 May 2014 for instructions on submitting questions and comments pertaining to the documents provided by this amendment, as well as all documents previously posted to this special notice. This notice is issued solely for information and planning purposes - it does not constitute a Final Solicitation or a promise to issue a Final Solicitation in the future. This notice does not commit the Government to contract for any supply or service whatsoever. ----Change 4---- The purpose of this change of the special notice is to provide a revised location for the Rifleman Radio Industry Day Open Forum. The new location is Myer Auditorium. Please see the attached map for directions to Myer Auditorium. Please note that the time for registration has closed. ----Change 5---- The purpose of this change is as follows: 1. To provide a copy of the government-prepared slide package presented and briefed at the pre-solicitation conference held on 27 May 2014, as discussed in the Original Synopsis on 13 May 2014. Attached to this notice is the briefing slide package presented by the government during the open forum portion of the session. Also attached is the list of industry attendees. 2. To extend the due date for the one time submission of industry comments, questions and the market survey as specified in the Original Synopsis and Change 3 above. Responses shall be submitted no later than 06/11/2014, 12 PM ET. 3. To change the Point of Contact for the submission of industry comments, questions, and the market survey as specified in the Original Synopsis and Change 3 above. All questions and comments pertaining to the documents posted today and any previous documents posted via the changes to the notice, including the draft RFTP, the market survey, and any questions from industry day shall be submitted one time per offeror and shall be submitted no later than 06/11/2014, 12 PM ET to thomas.e.lynn23.civ@mail.mil only. Questions/Comments should be in MS Office 2007 or Adobe PDF formats. E-mail messages must be less than 10 MB in size. If larger files are submitted, they must be broken into separate messages. The government will review all comments, and as appropriate, will incorporate changes into updated versions of the draft/final RFTP as applicable. These documents will be made available at a later date. Where appropriate, responses to questions which will not specifically be addressed by RFTP changes, as well as those responses related to non-proprietary industry questions will be posted here as well when they are complete. ----Change 6----- The purpose of this change is to add the attached White Paper and request responses with any issues on incorporating the requirements within this White Paper into the PRD as Threshold (T) requirements. Please send responses to THIS CHANGE ONLY NLT 3:00 PM EDT on Thursday 19 June 2014. ---Change 7--- The purpose of this change is to extend the date for comments/questions to the Nett Warrior White Paper ONLY to NLT 3:00 PM EDT on Thursday 26, June 2014. All responses should be sent to Jonathan Bauman at jonathan.m.bauman2.civ@mail.mil and Thomas Lynn at thomas.e.lynn23.civ@mail.mil. ---Change 8--- The purpose of this change is to request additional information from industry regarding Nett Warrior. The Government is considering the need for a radio Human Machine Interface (HMI) android operating system software application for the Nett Warrior End User Device to externally control the radio. At a minimum, this application shall be able to display the status of and control the following radio functions: display, raise and lower volume; display and change channel preset; display battery status; zeroize the radio. The Government requests that potential offerors indicate whether or not they are able to provide a radio Human Machine Interface (HMI) android operating system software application for the Nett Warrior End User Device that externally controls the minimum radio functions specified.
