Description

U.S. Food and Drug Administration Notice of Intent to Sole Source July 14, 2014 This is a notice of intent by the U.S. Food and Drug Administration (FDA) to issue a modification under an existing purchase order with Elsevier, Inc.; located at 360 Park Avenue South, New York, NY 10010; on a sole source basis to provide a site license to Pharmacokinetics (PK) and Metabolizing Enzymes and Transporters (MET) Modules for the FDA's Bioscience Library'. This will be a one time purchase. These licenses provide the FDA Biosciences Library with necessary access to study results and preclinical and clinical exposure data. It will also provide the FDA with the largest database for drug metabolizing enzymes and transporters and drug-drug interactions. These licenses are only provided through the Pharmapendium online resource which is currently in use at the FDA. The effective date of this purchase is 09/30/2014. In accordance with FAR 6.302-1 and 6.302-2-b (2) the Government is contemplating issuing a modification to an existing purchase order on a sole source basis for the following reasons: a) To the FDA's knowledge Elsevier, Inc. is the only company that offers the above reference licenses that are needed and relevant to the Biosciences Library. b) Any delay in service would result in serious injury, financial or other, to the Government. The NAICS code is 517919. This notice is not a request for competitive quotes; no solicitation document is available and telephone requests will not be accepted. However, sources may submit descriptive literature, fully documenting their capability to provide these resources, which will be considered by the Agency. A determination to compete this procurement based on response(s) to this notice is solely within the discretion of the Government. A modification will be issued to Elsevier, Inc. no earlier than July 29, 2014, 15 days after the date of this notice unless the Government determines further market research is required.
