- The Virginia National Guard (VANG) intends to issue an Invitation for Bid (IFB) solicitation for award of a firm fixed price contract to provide all plant, labor, supervision, transportation, materials, tools, equipment and supplies necessary to furnish and install two communication towers at Sandston, VA 23150. Work will include the furnishing and installing of two towers, one forty-five feet in height above grade and one seventy feet in height above grade to include all accessories, communication cabling, a three foot by four foot concrete equipment pad and electrical wiring for obstruction lighting. In addition, antennas from the existing building will be relocated to the two towers and connected with appropriate cabling. The construction magnitude is between $100,000.00 and $250,000.00. Construction completion time, including obtaining and having towers on site, is expected to be approximately 90 calendar days from date of award. This requirement is being issued as a total Historically Underutilized Business Zone (HUBZone) small business set aside under NAICS 237130 with a small business size standard of $36,500,000.00. The Federal Supply Code (FSC) is Y1BG. Bids received from other than HUBZone Small Business Concerns will not be considered. The tentative solicitation issue date is July 29, 2014. The tentative date for a pre-bid conference is August 14, 2014 at Sandston, VA. Interested contractors are encouraged to attend and shall follow conference registration and post entry requirements to be identified in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by August 6, 2014 via email (rebecca.l.fowler6.civ@mail.mil). The bid opening date in this announcement is approximate. Actual dates and times for the pre-bid conference, submission of questions and bid opening will be identified in the solicitation. The government intends to award without discussions based on price. In order to be awarded a contract with the Federal Government, contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov. Interested bidders are required to submit their representations and certifications through SAM. The solicitation will identify where specifications and drawings can be accessed. No telephone requests will be accepted. All inquiries must be in writing, preferrably via email to the point of contact identified. The government does not intend to issue paper solicitation documents or amendments, including specifications and drawings. Notifications will be posted and it is the vendor's responsiblity to check the website for updated information. The government is not responsible for any loss of internet connectivity or for a bidder's inability to access the posted documents.
