- Contracting Office Address NASA/John F. Kennedy Space Center, Procurement, Kennedy Space Center, FL 32899 Description NASA/John F. Kennedy Space Center plans to issue a Request for Proposal (RFP) for NNK14520196R - Refurbish and Upgrade Water Systems, LC-39B, Phase 3, John F. Kennedy Space Center, Florida. THE CONTRACTOR SHALL PROVIDE THE NECESSARY RESOURCES: For modification through demolition, repair, and/or replacement of pipe and components on the fire suppression and freeze protection supply and return loops and individual fire suppression systems at various locations around LC 39B including, but not limited to, the T-3 Tank Farm, South Perimeter Valve Pit, Pad Surface, LH2 Transfer Area, and GH2 Area. The work also includes scope at the LC 39 Pump Station (J7-1388) outside of the LC 39B perimeter fence. The LC 39B area will be undergoing other construction modifications during the performance of this construction project. Close coordination with the Governments team will be required. The NAICS code for this procurement is 238220 with a small business size standard of $14M. The effort will include only one task: Task 1 Refurbish and Upgrade Water Systems, LC-39B, Phase 3 The Performance Period shall be 335 calendar days after notice to proceed. In accordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude of Construction Projects, the estimated price range is as follows: The total estimated cost of this project is in the estimated construction contract price range of between $500,000 and $1,000,000. The acquisition shall be conducted as a Full & Open Competition. The anticipated release date of the RFP is on or about July 29, 2014 with an anticipated offer closing date of on or about August 28, 2014. The firm date for receipt of bids or proposals shall be stated in the RFP. A site visit will be scheduled on or about August 12, 2014. Prime contractors will be limited on the number of personnel in attendance. Drawings have an Export Determination of EAR 99 and are considered controlled documents. Therefore, download of documents will not be permitted until requesters have been cleared through Defense Logistics Information Service (DLIS). Please begin FedBizOps registration immediately since clearance could take a couple of weeks. All responsible large and small business sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement shall be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
