Description
THIS IS A PRE-SOLICITATION NOTICE ONLY. The solicitation will be available on or about JULY 21, 2014. The estimated proposal due date will be approximately twenty-one (21) days after the solicitation is posted. N40085-14-R-8100, PREVENTATIVE MAINTENANCE AND CORRECTIVE MANAGEMENT PROGRAM (PM/CMP) FOR CLASS III TRAINING SUPPORT EQUIPMENT FOR THE CENTER FOR SURFACE COMBAT SYSTEMS (CSCS), NAVAL STATION, NORFOLK, VA AND DAM NECK ANNEX, VIRGINIA BEACH, VA The proposed contract will be a firm-fixed- price / indefinite delivery-indefinite quantity (FFP-IDIQ), performance-based contract to provide preventative maintenance and corrective management program (PM/CMP) for class III training support equipment for the Center for Surface Combat Systems (CSCS) at Naval Station, Norfolk, Virginia; and at the Dam Neck Annex, Virginia Beach, Virginia. The procurement requires the contractor to possess an active Secret Facility Clearance and sufficient personnel with active Secret security clearances when its proposal is submitted to provide the services sought. Additional information can be found in Sources Sought Notice N40085-14-R-8100, which posted on Navy Electronic Commerce Online (NECO) and Federal Business Opportunities (FBO) on November 12, 2013. The proposed contract is being solicited Unrestricted (no set-asides). The North American Industry Classification Standard (NAICS) code for this procurement is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, having an annual size standard of $7 million. The contract term will be a base period of base period of up to twelve (12) months plus four (4) one-year option periods. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. When it becomes available, offerors can view and/or download the solicitation and any attachments at the Navy Electronic Commerce Online Website, available at https://www.neco.navy.mil or the Federal Business Opportunities Website available at https://www.fbo.gov. Notification of any updates or amendments to the solicitation will be posted in the same manner. The solicitation will be available on or about JULY 21, 2014. The estimated proposal due date will be approximately twenty-one (21) days after the solicitation is posted. Offerors will be evaluated using the LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) method. The solicitation will utilize the following evaluation factors: Price, Technical Approach/Management, Corporate Experience, Past Performance, and Safety. The offeror ™s proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. The resulting contract will be awarded to the responsible offeror whose proposal, conforming to the Request for Proposal (solicitation), will be most advantageous to the Government, price and other evaluation factors considered. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The Government will not provide hard copies (paper sets) or CD-ROM of the RFP, Plan Holders List or other contract documents. The Government will not accept telephone, e-mail nor facsimile requests for copies. Notification of any changes (amendments) to the solicitation will be done via the Internet. It will be the responsibility of the contractor to check the Website daily for any and all amendments to the solicitation. NOTE: All prospective contractors are required to be registered in the System for Award Management (SAM) database. This contract will replace a contract for similar services. Services have been provided under a simplified acquisition procurement (SAP). The current contract is N40085-14-P-8117, Preventative Maintenance and Corrective Management Program (PM/CMP) for Class III Training Support Equipment for the Center for Surface Combat Systems (CSCS), Hampton Roads Area, Virginia. The current contract expires September 30, 2014.
