Description
DRAFT STATEMENT OF WORK_DJM-14-A32-RFI-0007 Summary : This Request for Information (RFI) is for Market Research and planning purposes only and is not to be construed as a commitment by the Government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources, conduct market research, and develop a complete requirement. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. Submittals will not be returned to the sender. Background: The intent of the United States Marshals Service (USMS) Office of Court Security (OCS) is to purchase 120 Unannounced Facility Security Test Kits (Test Kit). The Test Kit will be used to evaluate facility security and assist in training Court Security Officers. Instructions : A draft Statement of Work has been provided for review. Upon review, interested parties shall submit a response in Microsoft Word or PDF Format. All information shall be UNCLASSIFIED material only. Any company proprietary information must be marked as such. Information shall not exceed five one-sided 8 ½ x 11 pages, with one inch margins, and font no smaller than 12 point. Respondents shall include as part of their submission: Company name, address, phone number; a point of contact with email address; Data Universal Numbering System (DUNS) Number; and NAICS codes. 2. Identification of business size and whether currently designated as a small business as defined by Federal Acquisition Regulation (FAR) Part 19 and currently registered in the System for Award Management (SAM). Small business size standards are published by the Small Business Administration (SBA) and may be found at: http://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf If your business is classified as a small business, provide a brief statement as to how your organization will be able to provide a minimum of 50 percent of the work for this requirement. 4. Identify your firm’s availability on GSA Schedule, including schedule contract number and associated special item numbers (SIN). 5. Capability information, including a brief description of experience providing services similar to the requirements described in the attached Statement of Work, a summary of the company’s past performance in providing these services during the past five years, including any on-going contracts. Include Contracting Activities/Agencies, Contract Numbers, Highest Contract Value, Contract Period of Performance, Number of labor hours provided during the period of performance, and a Point of Contact at the Contracting Activity who can verify the information you provided. 6. Describe any products you would substitute from section 12.0 Unannounced Facility Security Test Kit (e.g. a different weight of the same explosive). 7. Describe how your firm would meet the requirements found in 8.0 Labeling. 8. Describe your firm’s ability to produce 120 Test Kits and the estimated time required. Interested parties must submit a capability statement in response to this RFI by email no later than 12:00pm, EST, Wednesday, July 23, 2014 to Lauren Buchanan, Contract Specialist at osc.procurements@usdoj.gov. Please title the email “Response to RFI for Test Kits”.
