- Description
- This is a SYNOPSIS for commercial items prepared in accordance with the format in FAR Subpart 5.2, as supplemented with additional information. This announcement does not constitute the solicitation. The solicitation will be issued as a Request For Proposal (RFP) and has incorporated provisions and clauses as in effect through Federal Acquisition Circular (FAC) 05-75. Additional requirements may be added by amendment. All responsible sources may submit a proposal, which shall be considered for: NSN 9140-01-456-2020, ( Renewable Energy Certificates), for ultimate transfer to U.S. Air Force and various Federal Civilian Agencies. Contract(s) are anticipated to include the following deliveries: one-time deliveries in September 2014; quarterly deliveries starting in December 2014 and ending in September 2015; and a two-year delivery period beginning in May 2015 and ending May 2016. Total contract quantity is 835,843 MWh. SPE600-14-R-0415 is full and open, and the issuing NAICS Code for this procurement is 221115- Wind Electric Power Generation. The following NAICS may also apply: 221114- Solar Electric Power Generation, 221116- Geothermal Electric Power Generation, 221117- Biomass Electric Power Generation, and 221118- Tidal Electric Power Generation. The small business size standard is 250 employees for all the listed NAICS codes. However, there is no true NAICS Code for RECs; therefore, this procurement will not be set aside. If you are unable to access the solicitation via the Internet, please contact DLA Energy-FEA for a printed copy. The Government intends to issue the RFP on or near July 14, 2014. In accordance with Federal Acquisition Regulation (FAR) 5.203(b) Publicizing and Response Time and Defense Logistics Agency Directive (DLAD) 13.5 Test Program For Certain Commercial Items, the RFP will be posted for 15 calendar days, with a total combined published date of 15 calendar days from the date the synopsis is issued. Furthermore, the Government will award a contract pursuant to FAR Subpart 13.5, Test Program for Certain Commercial Items. In accordance with FAR 13.106-2(b)(1), offer(s) shall be evaluated pursuant to FAR 15.101-1, Tradeoff Process. All questions must be submitted by July 22, 2014 no later than 12:00 pm EST. The Government will provide answers to all prospective offeror(s) via a formal amendment to the solicitation. The solicitation will close on July 29, 2014 at 12:00pm EST and will also be clearly stated on the SF1449.
