Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E644, Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), Urologic oncology Branch (UOB), plans to procure on a sole source basis a EVOS® FL Cell Imaging System (AMF4300 Series).from Life Technologies, 805 Lincoln Centre Drive, Foster City, CA 94404, USA. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery shall be within 90 days after award. It has been determined there are no opportunities to acquire green products or services for this procurement. Contractor shall furnish one EVOS® FL Cell Imaging System (AMF4300 Series). Urologic oncology Branch (UOB) at NCI has been focused on studying hereditary urologic cancer at the clinical, genetic and molecular levels. UOB performs clinical research contributing to the development of surgical and diagnostic procedures, therapeutics against human Genitourinary Cancer. Life Technologies is the sole manufacturer of the EVOS® FL Cell Imaging System (AMF4300 Series). This instrument is shared equipment by all of the labs in the Urology Oncology Branch shared tissue culture room. The salient characteristics of this instrument are as follows: 1. System must be a single compact integrated unit including: cell imaging system, digital camera, computer, high power fluorescence lighting system and LCD display 2. System must include 3 independent high output LED illuminators with integrated hard coated fluorescence bandpass excitation and emission filters for each cube 3. Fluorescence LED light cube must be a single, interchangeable cube can be easily removed and installed 4. Fluorescence LED illuminators must have a lifetime of 50,000 hours at 100% power 5. System must automatically recognize which cube is installed and adjust the software configuration accordingly 6. LED illuminators must have independent intensity control 7. System must be able to simultaneously accommodate 4 fluorescent LED light cubes 8. System must include an integrated high-sensitivity monochrome interline CCD camera with 1.4 million 6.45um pixels 9. System must be able to accommodate a minimum of 5 objectives at once 10. System must include 4x, 10x, 20x and 40x phase contrast fluorite objectives 11. System must include a rack and pinion focus mechanism 12. System must include a rack and pinion "glide" stage with SBS microplate opening and accessory vessel holders 13. The entire system footprint including all computer and monitor components must not exceed a 18.5" deep x 14.0" wide footprint 14. System must consume less than 20 Watts/hr with all illumination sources turned to the on position 15. System must provide a 1-click RGB channel overlay 16. System must be able to sequentially acquire a phase contrast image and a fluorescence image with a single mouse click, then overlay them automatically 17. System must include time lapse imaging capability with automatic movie creation 18. System must include manual cell counting capability 19. System must include free downloadable software updates 20. System must include multiple user accounts 21. System must have at least one DVI output port and three USB output ports 22. System must support direct output to USB and networked storage 23. System must provide the following output file formats: jpg, bmp, tif, and png EVOS® FL Cell Imaging System (AMF4300 Series) Lockout Specifications The EVOS® FL Cell Imaging System is the only imaging system available on the market with the above capabilities. This notice is not a request for competitive quotation. However, if any interested party especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11 AM EST, on July 29, 2014. All responses and questions must be in writing and emailed to Kathy Elliott, Contract Specialist via electronic email at Elliottk@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
