- The U.S. Army, 409th Contracting Support Brigade, Theater Contracting Center, Unit 23156, APO, AE 09054-3156, has a requirement for Custodial Services for buildings between occupancy throughout the Rheinland-Pfalz region for the U.S. Army in Europe. A firm fixed price (FFP), commercial contract is intended to be used to fulfill this requirement. The period of performance is expected to be a base period of twelve (12) months and four (4) option periods of twelve (12) months. A single award is anticipated for this requirement. Complete details will be given in Request for Proposal (RFP) W564KV-14-R-0021 to be released to the Army Single Face to Industry (ASFI) and Federal Business Opportunities website (FedBizOps), on or about 15 August 2014. This acquisition is being procured on a full and open competition basis with no set aside using Federal Acquisition Regulation Part 13.5, Part 12 and Part 15 procedures. The NAICS code for this procurement is 561720. The anticipated response date is 15 to 30 days after release of the solicitation. The Department of Defense requires all contractors to register in the System for Award Management (SAM) database to receive any contract award or payment. The SAM website is: https://www.sam.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representation and certification via the Online Representations and Certifications Application (ORCA) at: https://www.sam.gov in conjunction with required registration in the CCR database. All responsible sources may submit a proposal that will be considered by the agency. Responses must include all information requested in the written RFP.
