VESSEL SHALL HAVE A MINIMUM SOA OF 12 KNOTS; OPTION #2 - TWO CLEAN, DOUBLE HULL ATB/ITB WITH IGS AND SBT THAT ARE CAPABLE OF CARRYING MINIMUM 145,000 BBLS (APPROXIMATELY 19,100 LT) AND MAXIMUM 190,000 BBLS (APPROXIMATELY 25,100 LT) OF AT LEAST THREE CLEAN PETROLEUM PRODUCTS (INTENTIONS F76, JP5, JP8 OR JA1) IN DESIGNATED CARGO TANKS WITH DOUBLE VALVE ISOLATION. VESSELS SHALL HAVE A MINIMUM SOA OF 10 KNOTS Vessel(s) to be used in support of transportation of DLA transportation petroleum product. Delivery and redelivery are US Gulf/East Coast (port in CHOP). (17) Place of Contract Performance: US East/Gulf Coast (18) Set-aside Status: Based on the recent market survey results, there is not a reasonable expectation that offers will be obtained from at least two responsible small business concerns. Therefore, it has been determined that this acquisition will be conducted on an unrestricted full and open basis. MSC ANTICIPATES THIS SOLICITATION WILL BE MADE AVAILABLE ON OR ABOUT 01 October 2014 All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency and all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
