Description
This is a NOTICE OF INTENT for the sole source procurement of commercial services prepared in accordance with the format in Subpart 12.6 and Part 13, as supplemented by additional information included in this notice. The Government intends to solicit and negotiate with only one source under the authority of Section 4202 Clinger Cohen Act of 1996, as set forth in the test program for certain commercial items, as implemented by FAR 13.501(a). Hazelden Foundation of Center City, MN is currently the only known source providing a web-based Continuing Aftercare Program for substance abuse patients that shall be compatible with the program implemented by the Navy ™s Substance Abuse Recovery Program (SARP). This announcement constitutes the only notice of intent. The period of performance is 20 August 2014 through 19 August 2015 with four one-year option periods. Identified DoN users (Sailors, Marines, and their dependents) will have access to this continuing after-care recovery program immediately after they have completed their primary treatment, therefore it is a continuation of the program adopted by the Navy in conjunction with previous Hazelden contracts. It must be an online web-based program that will improve patient outcomes by giving patients access to evidence-based support as they return to their bases and ships anywhere in the world through the use of web technology. The DoN users must be segregated from all others using the site so that the programs utilized are limited to only DoN and the tracking of progress and measuring of statistics are based on only the DoN population. The program will include substance abuse continuing after-care recovery tools which have been privately developed by Hazelden. These tools have come to form the basis for the Navy ™s SARP Program, suicide prevention mechanisms, and AA-type web meetings exclusively for DoN participants. The web site must also allow for accessibility by Navy supervising staff to review in order to track participant recovery. Interested parties may identify their interest and capability to respond to the requirement by sending challenges to Leanne Hanger (leanne.hanger@navy.mil). This notice of intent is NOT a request for competitive proposals; however, all challenges to this sole source determination received within 3 days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
