- This posting constitutes the National Geospatial-Intelligence Agency’s (NGA) intent to award, on a competitive basis, a contract to acquire 6 each CA Layer 7 Secure SQA Gateway Soft Appliance license and maintenance and 6 each CA Layer 7 Enterprise Service Manager Licenses and Maintenance perpetual license(s). The resultant contract will be award in accordance with FAR 13.5. The statutory authority for this sole or limited sources acquisition is 10 U.S.C. 2304 (c) (1). The required products are only available from Computer Associates or one of their authorized resellers. The Government intends to award a Firm Fixed Price order for commercial items utilizing FAR Part 13, Simplified Acquisition Procedures. The total anticipated period of performance is one year. Period of performance: July 15 2014 through July 14, 2015. This requirement is for Electronic and Information Technology (EIT), which must meet the accessibility standards established by Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 7941). The specific Technical Standards that apply are: Technical Standard 1194.21 – Software Applications and Operating Systems Technical Standard 1194.22 – Web Based Intranet and Internet Information and Applications Functional Performance Criteria 1194.31 – Functional Performance Criteria General information regarding the Section 508 Act can be found at the website www.section508.gov. Vendors are requested to submit any additional terms and conditions applicable to the product (supply/service) with the submission of the quote. This synopsis is to advertise NGA’s intent to procure through the competitive process, the perpetual license(s) and maintenance for Layer 7 products. All responsible sources may submit a proposal or quotation, which shall be considered by the Agency.
