Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Chemical Sciences Division, Material Measurement Laboratory, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with DynamicSignals, LLC, 900 N. State Street, Lockport, IL, 60441, for the purchase of two (2) High Speed Digitizer Boards (Model CSE1622 with CS CDK for Labview), located at NIST, 100 Bureau Drive, Gaithersburg, MD. Sole Source determination is based on the following: NIST conducts cavity ring-down spectroscopy (CRDS) measurements of molecular spectra, which are used to provide reference-quality data for a wide variety of applications in atmospheric remote sensing and trace gas sensing. The characteristic signature of the ring-down measurement is a rapid, exponentially decaying electronic signal. This signal (plus another one for a reference channel) must be digitized with the specified wide dynamic range (16 bits and harmonic distortion less than -75 dB) and high digitization speed (200 Msamples/s) to provide the required distortion-free measurement. It must be DC-coupled to enable measurement of the decay baseline signal. The board also must have sufficient on-board memory to store at least 1 G samples and on-board FFT analysis, in order to provide the ability to enable post-processing of multiple decay events for statistical analysis. Since the peak magnitude of the ring-down signals varies from 10's of mV to several V, the board must have selectable voltage ranges spanning 100 mV to 5 V in order to optimize measurement precision for NIST's experimental conditions. There must be an internal clock and an external clock input, the latter enabling phase-locked measurements of the decays. The system must also be compatible with existing Labview software customized by NIST and used for data acquisition in NIST's ring-down experiments. Failure to digitize the data with the given specifications would undermine the sensitivity and accuracy of the CRDS technique. After digitization, these data are analyzed to provide ultra-sensitive and high-accuracy measurements of molecular concentrations and molecular line parameters. DynamicSignals, LLC, is the only vendor capable of providing the required High Speed Digitizer Board that meets the Government's minimum requirements and is compatible with existing software. DynamicSignals is the sole manufacturer and distributor. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by July 23, 2014, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
