- THIS IS A PRESOLICATION NOTICE ONLY - The Health Resources and Services Administration (HRSA), Maternal and Child Health Bureau (MCHB) is planning to issue a solicitation to gather data from and evaluate the performance of Sickle Cell Disease Treatment Demonstration Program (SCDTDP) grantees. The solicitation will be issued as full and open competition with a period of performance of twelve (12) months, with two (2) option periods of twelve (12) months each. The Government intends to issue a solicitation on or about July 22, 2014. The required services will be procured in accordance with FAR Part 15 - Contracting by Negotiation. The North American Industrial Classification System (NAICS) code for this acquisition is 611710, and the size standard is $14.0M. The major objective of the Sickle Cell Disease Treatment Demonstration Program National Coordinating Center contract is to obtain services to gather data from and evaluate the performance of four SCDTDP grantees in addressing the three goals of the program, including: 1) increasing the number of providers treating persons with sickle cell disease for sickle cell related issues; 2) increasing the number of providers prescribing disease modifying therapies such as hydroxyurea; and 3) increasing the number of sickle cell patients that are receiving regular care with providers knowledgeable about treating sickle cell disease. To accomplish this objective, the National Coordinating Center contractor would need to complete four major deliverables: 1. Assist with the activities of the Sickle Cell Oversight Steering Committee; 2. Develop a database for collecting regional data on sickle cell, including developing the outcome measures and a data dictionary; 3. Develop a Model Protocol and a Compendium of Resources from the work of the regional sickle cell grantees; and 4. Develop reports to inform the broader sickle cell community and other stakeholders about the Sickle Cell Disease Treatment Demonstration Program, including a Report to Congress. All future information regarding this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps website (www.fbo.gov). Copies of the solicitation document and its related documents, as appropriate, will be posted at this website. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this notice.
