Description
**PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICITATION IS ISSUED ON THE DATE IDENTIFIED BELOW** The Klamath National Forest requires stewardship services on the Happy Camp Ranger District, in Siskiyou County, California (located in the northwestern portion of the state). The solicitation and any resultant contract will be a firm-fixed price Integrated Resource Service Stewardship contract in accordance with Section 8205 of Public Law 113-79, the Agricultural Act of 2014. This law grants the Forest Service and the Bureau of Land Management authority to enter into stewardship contracting projects with private persons or public or private entities, by contract or by agreement, to perform services to achieve land management goals for the national forests or public lands that meet local and rural community needs. Section 8205 supersedes the authority granted to the Forest Service in section 347. This acquisition is a commercial services requirement tailored to fit the Government's method of trading goods for services. Restoration objects are to: thin stands to support ecologically resilient conditions to late-successional attributes; reduce fuels to prevent likelihood of large, damaging high-severity wildfires, and protect existing water quality and the late-successional characteristics of the Horse Creek Botanical Area. This proposed acquisition includes work such as thinning, fuels reduction, commercial product removal, erosion control and road maintenance. This project will be advertised as a written request for quotes and will be solicited under FAR Parts 12 and 13 (Commercial Items and Simplified Acquisition). The solicitation will include evaluation criteria in addition to price (including evaluation factors and sub-factors, and the relative importance of each factor) for this procurement. Estimated issue date of the solicitation is on or about July 21, 2014. The actual due date for proposals will be identified in the solicitation but is expected to be on or about August 20, 2014. The Contractor shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and clauses of the subsequent contract. PROJECT LOCATION: The project is located in Township 47 North, Range 11 West, Sections 25, 27, and 34 through 36; Township 47 North, Range 10 West, Sections 20 and 30; Township 46 North, Range 11 West, Sections 2, 3, and 10 through15; Mt. Diablo Meridian. CONTRACT TIME : It is estimated that work will begin in September 2014 and be completed by September 30, 2018. Actual start and end dates may be negotiated based upon actual award date, prospective work and weather conditions. PRE-PROPOSAL CONFERENCE: A pre-proposal conference is being scheduled and the date will be identified in the solicitation. This proposed procurement is unrestricted pursuant to Stewardship Authority in the Agricultural Act of 2014. The NAICS code is 115310. SAM REGISTRATION REQUIREMENTS : Prospective contractors must be registered in the System for Award Management (SAM) prior to award. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases.
