Description
NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT This is a notice of intent to negotiate a sole-source contract pursuant to Federal Acquisition Regulation (FAR) 13.501(a)(ii), Test Program for Commercial Items (section 4202 of the Clinger-Cohen Act of 1996). The National Oceanic and Atmospheric (NOAA) Eastern Region Acquisition Division, Norfolk, VA on the behalf of the National Weather Service (NWS) intends to negotiate a contract with Computer Science Corporation, Chantilly, VA, for the continuation of the leased NOAA Weather Wire Service (NWWS) satellite based data collection and dissemination system that provides the rapid delivery of critical NWS issued severe weather warning and watch products to the public. This system is required until the transition to a NWS enterprise solution is established. The NWS has developed a compliant NWWS replacement system within the NWS enterprise and is integrating the NWWS functionality into the Advanced Weather Interactive Processing System (AWIPS). The current NWWS is an outdated leased system and is being implemented until the NWS enterprise solution is established. There are no known comparable leased services to replace the current NWWS functionality; therefore Computer Science Corporation is the only known responsible source that can provide the NOAA Weather Wire Service. The anticipated NAICS code for this requirement is 541330- Engineering Services and the size standard is $14,000,000.00. Responses to this notice must be received no later than 4:00 P.M. eastern standard time on July 17, 2014. Vendors who believe they can meet this requirement are required to submit a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement and business size status. The response must be in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
