- ***REVISED DATE FOR PRE-PROPOSAL SITE VISIT*** A Pre-Proposal Site Visit and Conference will be held at 10:00AM (local time) on July 16, 2014 at the U.S. Meat Animal Research Center, State Spur 18D, Clay Center, Nebraska 68933. Contact Joe Warrick at (402) 762-4131 for information on the pre-bid walk through. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) is issuing a Solicitation Notice for Solicitation Number AG-32SD-S-14-0038 for the roofing replacement project at the Roman L. Hruska U.S. Meat Animal Research Center located in Clay Center, NE. The solicitation will be issued as a Request for Proposals which will result in a single firm fixed-price (FFP) construction contract. This procurement is being competed as a Total Small Business Set-Aside. Offers from other than Small Business concerns will not be considered and shall be rejected. The offeror must be a General Construction company with an approved NAICS Code 238160, Size Standard $14.0 million and bonding capacity. A bid guarantee is required under this solicitation. A Payment Bond and a Performance Bond will be required after award. The Contractor shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary replace and install new roofs on buildings 17-24, 18-24, 19-24 and apply water proofing to exterior bring on 17-24, 18-24, 19-24, 20-24 and well houses 1, 3, and 5 and the chemical storage building of the Roman L. Hruska U.S. Meat Animal Research Center located in Clay Center, NE. This requirement includes the following option item: 1) Furnish, replace and install a new roof on building 20-24. All work shall be completed in accordance with the Statement of Work and RFP documents. Work is to be completed within 180 calendar days of receipt of Notice to Proceed. The magnitude of construction cost for this project is between $500,000 and $1,000,000. A Project Labor Agreement (PLA) will not apply to this project. NOTICE TO PRIME (GENERAL) CONTRACTORS: The UNRESTRICTED offeror must be registered in the System for Acquisition Management (SAM) database at https://www.sam.gov prior to award. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA BioPreferred SM Program. The Contractor must comply with the Farm Security and Rural Investment Act of 2002 (FSRIA), 7 U.S.C. 8102; the Food, Conservation and Energy Act of 2008 (FCEA), 7 U.S.C. 8102; the Federal Acquisition Regulation; Executive Order (EO) 13514, "Federal Leadership in Environmental, Energy and Economic Performance," dated October 5, 2009; EO 13423, "Strengthening Federal Environmental, Energy, and Transportation Management," dated January 24, 2007; and Presidential Memorandum, "Driving Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement," dated February, 2012 to provide biobased products.
