This is a Sources Sought; THERE IS NO SOLICITATION AVAILABLE. Requests for solicitation will not receive a response. This Sources Sought is published for market research purposes. This market research will be used to determine if a set-aside for any small business program is appropriate. Maritime Administration has been tasked to solicit for and award procurement for turnkey operation of the water well at the Beaumont Layberth Facility in Orange, Texas, to include all monitoring, sampling and reporting to the State of Texas. Proposed project anticipates a competitive, firm fixed price contract. Please review this announcement, in their entirety. Request that prospective small business offerors complete and return a Capabilities Statement as described below. Capabilities Statement will be used to identify firms who possess both the capability and experience to provide water well sampling at the BLF. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives or responds to this announcement. The Government anticipates a competitive acquisition for this award. The contractor shall provide all personnel and materials needed to provide Water Sampling and Testing Services in accordance with the Statement of Work included in this posting. In addition to the information requested in the paragraph below, entitled "Capabilities Statement", responding parties must also indicate their size in relation to the applicable North American Industry Classification System (NAICS). The NAICS Code is 238990 with a Size Standard of $14,000,000.00 in revenue. STATEMENT OF WORK This outlines general requirements for turn- key operation of the water well at the Beaumont Layberth Facility to include all monitoring, sampling, and reporting to the State of Texas for the Maritime Administration, Beaumont Layberth Facility, 5320 Church House Road Unit 1, Orange, Texas. 1. SPECIFICATIONS: 1.1 Tank Capacity 25,000 Gallon 1.2 (1) 900 gallon galvanized hydro pneumatic pressure tank 1.3 (1) 10 gpm booster pump and (1) 90 gpm booster pump 1.4 Chlorine solution disinfection treatment facility that consist of (1) bulk storage tank and (1) peristaltic pulse chlorine injection pump 1.5 Intruder resistant security fence 2. LOCATION: 2.1 Location Beaumont Layberth Facility, 5320 Church House Road Unit 1, Orange, Texas 77630 3. STATEMENT OF WORK: 3.1 The contractor shall be licensed by the TCEQ to monitor a Public Water System 3.2 Contractor shall physically visit site daily to check all operations of the well and provide a report for the BLF. Daily chemical test shall be performed and recorded. 3.3 A monthly lab and TCEQ report for the well shall be provided and filed by the contractor to the State. 3.4 All reporting requirements to the TCEQ or other State agencies shall be prepared and submitted by the contractor and copies provided to the BLF site. 3.5 Contractor shall furnish and monitor chlorine for the disinfection system. 3.6 Contractor shall monitor and sample well in accordance with all state and federal regulations. 4. PERFORMANCE CRITERIA/DELIVERABLES: 4.1 The contractor shall provide a copy of all records including submissions to the State of Texas in hard copy and electronic formats to the Beaumont Reserve Fleet. CAPABILITIES STATEMENT Interested parties shall submit a Capabilities Statement, with the cover sheet provided completed, BRIEF and CONCISE, yet clearly demonstrates ability to meet the stated requirements. The Capabilities Statement should clearly present evidence that the interested party feels is relevant. Capabilities Statements are to be presented in accordance with the attachment to this sources sought entitled "CAPABILITIES STATEMENT". The period of performance shall be for one (1) Base Period of approximately 5 months and 4 (four) 12-month option years. Under FAR 52.219-14, Limitations on Subcontracting, the prime contractor must perform at least 50%of the cost of contract performance incurred for personnel shall be expended for employees of the concern for service-type procurement. Prior Government contract work is not required for submitting a response under this sources sought synopsis. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Interested Firm's shall respond to this Sources Sought no later than 3:00pm CDT on 14 July 2014.
