- Combined Synopsis/Solicitation (CSS) - MS Word This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ), for a firm fixed type contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 2005-75. All responsible sources may submit a quotation in response to this solicitation, which shall be considered. A contract may be awarded resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. THIS IS A 100% SMALL BUSINESS SET-ASIDE. The Air Force Sustainment Center (AFSC/PZIMB) at Tinker Air Force Base, Oklahoma, intends to award one firm fixed price contract for the acquisition of item(s) listed below. All responsible sources may submit a quotation which shall be considered by the agency. The Government intends to select one contractor; however, the Government reserves the right to award no contract at all, depending on the quality of the proposals/quotes, prices submitted, and the availability of funds. Requirement Overview: Tektronix Oscilloscope and Accessories: Oscilloscope - Tektronix P/N: MDO4054B-3 1 EA Option for Oscilloscope, Tektronix P/N: DPO4COMP 1 EA High Voltage Differential Probes, Tektronix P/N: TDP0500 2 EA 500 MHz, 10X Passive Voltage Probes, Tektronix P/N: TPP0500 4 EA Clips, Tektronix P/N: 206-0364-01 60 EA Aerospace Serial Triggering Analysis (MIL-STD 1553), Tektronix P/N: DPO4AERO 1 EA 1x/10x 200 MHz Probes, Tektronix P/N: P2220 2 EA Required Delivery Date (RDD): 90 days after date of contract (ADC) NOTE: If unable to meet posted RDD - submit proposed delivery schedule. Delivery Information: FOB Destination, Tinker AFB, OK 73145 NOTE: Offers with FOB Orgin DO NOT meet the terms and conditions of this solicitation Inspection and Acceptance: Inspection and acceptance of the service will be performed at Tinker AFB, Oklahoma, 73145 Warranty Type: Standard commercial warranty Competition Requirement: 100% Small Business Set-Aside FAR 52.211-6, Brand Name or Equal (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
