- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Combined Synopsis/Solicitation reference number W52P1J-14-T-M8BX, incorporates the provisions and clauses in effect through Federal Acquisition Circular 05-75, found in Attachment 0001 - CLAUSES, and Attachment 0002 - Contract Data Requirements List (CDRL) - A001. This requirement is a 100% HUBZone Set-Aside in accordance with FAR Subpart 19-13, Historically Underutilized Business Zone (HUBZone) Program. The North America Industry Classification System (NAICS) Code is 321920; the size standard is 500 employees. This procurement is being conducted using the Simplified Acquisition Procedures authorized in FAR Part 13.5, Test Program for Certain Commercial Items. This acquisition will be awarded on lowest price submitted that meets all the requirements listed in this RFQ and Attachment 0001 and 0002. The Government intends to award a standalone contract without opening discussions, but reserves the right to conduct discussions should the Contracting Officer deem them necessary. Requirement: The U.S. Army Contracting Command-Rock Island hereby requests a Firm-Fixed-Price (FFP) quote for the following: CLIN 0001 - 7,434 each Box, Wood, Cleated Plywood, Type III, Class 2, Style A, Treatment B, IAW ASTM D6251, drawing 36-3-141 and NOR Y76-0002. Size 14-7/16 x 13-7/16 x 15-1/2 ID. Lids will be palletized separately. Boxes will be palletized 27 per pallet. First Article Test (FAT) shall consist of five (5) consecutively produced boxes which have been produced using the same production processes, procedures, and equipment, as well as, be used in fulfilling the contract. First Article will be held at vendor with test data and samples sent to PBA. FAT Sample is due 21 days After Date of Contract (ADC). The Government has 5 days to approve/disapprove FAT. DELIVERY Delivery for the Boxes is FOB Destination to: Receiving Section RSI BRCH, Bldg 23-330, Pine Bluff Arsenal, Pine Bluff, AR 71602-9500. Deliveries to begin 30 days After Fat Approval (AFATA) at a rate of 2,400 each until shipped complete. The drawings for this requirement are restricted. A new procedure for accessing restricted and unrestricted technical data through a website is in effect. The ACC-RI will no longer make Technical Data Packages (TDPs) available to order via CD-ROMS and will only be obtained electronically via the link found in Attachment 0001-CLAUSE 52-0000-4502 (ACC-RI) TECHNICAL DATA PACKAGE INFORMATION, AND DISTRIBUTION AND DESTRUCTION OF RESTRICED TECHNICAL DATA NOV 2012, which will direct you to the Federal Business Opportunities (FBO) website. Contractors must have an FBO account prior to accessing any TDP(s). Drawings that have been marked as 'restricted' will require approval from the Contracting Officer prior to gaining access to the requested information. To request access to the drawings, click on the link provided, log in to FBO, click on the quote mark packages quote mark sub-tab and then click on the quote mark request explicit access quote mark button. Completion of a quote mark Use and Non-Disclosure Agreement quote mark may be required prior to gaining access to the drawings. Please allow 2-3 working days to process your request. You will receive a system generated email from FBO stating you have been granted permission for viewing or downloading the drawings provided. Quotes are due by 12:00PM, Central Time on 08 August 2014 in electronic format.
