- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to provide notice of a proposed contract action. The National Oceanic and Atmospheric Administration, National Weather Service (NWS), has a requirement for up to 390,000 Global Positioning System (GPS) 1680 MHz Radiosondes and up to 35 Signal Processing Systems (SPS) to support NWS Radiosonde Observations. The NWS requires a minimum of 78,000 radiosondes annually to provide atmospheric observations for numerical weather model input for watches, warnings, forecasts, calibration of remote sensing satellites and aviation support. A radiosonde is a balloon-borne laboratory quality calibrated instrument to measure temperature, humidity, pressure, wind speed and wind direction. Radiosonde deliveries will be made F.O.B. destination to the National Logistics Support Center in Kansas City, Missouri commencing no sooner than two months after award. The proposed contract will be a Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) firm, fixed-price award with a term of 60 months from date of award. The NAICS code is 334519, Other Measuring and Controlling Device Manufacturing, with a size standard of 500 employees. The solicitation will be competed on a full and open basis.
