*** This Sources Sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. *** The intent of this notice is to determine the availability of qualified commercial sources capable of providing Healthcare Housekeeping and related services for United States Army Medical Department Activity (MEDDAC), Fort Meade, Maryland. The mission of the Fort Meade MEDDAC is to provide quality healthcare to patients in a safe, clean, and aesthetically-pleasing MTFs. The Fort Meade MEDDAC is inclusive of five sites: Fort Meade, MD; Fort Detrick, MD; Aberdeen Proving Ground (APG), MD; Fort Myer, VA; and Fort McNair, Washington, DC. The MTFs with the Fort Meade MEDDAC are classified as outpatient MTFs with the exception of Kimbrough Ambulatory Care Clinic (KACC), located on Fort Meade, MD, which has a Same Day Surgery ward. The nature of care provided at KACC and other MTFs focuses on primary care to include general medicine, pediatrics, family practice, gynecology, orthopedic-podiatry, pharmacy, laboratory, radiology, physical therapy and outpatient psychiatric care services, dental services, veterinary services, medical management of acute and chronic disorders, preventive services, counseling services, and acute minor injury treatment to clients to support retirees and military families who live here. The anticipated volume of activity necessary to carry out the outpatient mission, in combination with the rapid rate of patient turnover, will have an extraordinary impact on the management of the healthcare environmental services program. The outlying MTFs are the following (to include number of miles from Ft. Meade): Rader Army Health Clinic (RAHC), Joint Base Henderson Hall, Fort Myer, VA (38 miles); Fort McNair Army Health Clinic (FNAHC), Joint Base Henderson Hall, Washington DC (34 miles); Kirk Army Health Clinic (KAHC), Aberdeen Proving Ground, Aberdeen, MD (55 miles); and Barquist Army Health Clinic (BAHC), Fort Detrick, MD (55 miles). KACC and the collective outlying MTFs are accredited by the Joint Commission (JC). The estimated quantity for the MEDDAC and auxiliary facilities is 348,335 SF. Fort Meade is 196,694 Sq. Ft., Aberdeen Proving Ground is 78,512 Sq. Ft., Fort Detrick is 18,185 Sq. Ft., Fort Myer is 47,489 Sq. Ft., and Fort McNair is 5,454 Sq. Ft. There may be additional SF for newly constructed buildings or building expansions that will require services as they are completed. Fort Meade, Aberdeen Proving Ground and Fort Detrick, MD are currently under one 8(a) contract and Fort Myer, VA and Fort McNair, DC are under a second 8(a) contract. The intent is to consolidate the healthcare housekeeping services currently being provided by both contracts under one contract. Description of Services: The contractor shall furnish all personnel, labor, equipment, material, tools, supplies, supervision, management, administration, and services, except as may be expressly set forth as government furnished, and otherwise do all things necessary to perform healthcare housekeeping for United States Army Medical Department Activity (MEDDAC), Fort Meade, Maryland. The direct and non-direct patient care and healthcare related settings, such as clinics, laboratories, and administrative areas require healthcare services on a MTF area/room-specific scheduled basis. Healthcare housekeeping services include five (5) support activities: healthcare housekeeping cleaning services; collection and transport of regulated medical waste (RMW) to a MTF-specific site; distribution and collection of linen (KACC only); exterior building services (e.g., windows, doors, and walkways) and ice/snow removal. The NAICS Code for this procurement is 561720 and the annual size standard in millions of dollars is $16.5. The agency is seeking industry information and comments from sources with capabilities to perform the contract and with relevant experience in all of the functional areas mentioned above. Interested parties shall complete and submit the attached Market Research Questionnaire and Experience Reporting Form to the Government. Based upon the responses received, the Government will determine if consolidation is possible and will cause no harm to small businesses. This is a sources sought announcement and is for information and planning purposes ONLY, and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on responses to this notice. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing a solicitation.
