Description
REQUEST FOR INFORMATION FOR PLANNING PURPOSES Disclaimer: This is a Request for Information (RFI) in accordance with FAR 52.215-3 --Request for Information or Solicitation for Planning Purposes (Oct 1997). The Government is conducting market research to identify, as potential sources, companies that may provide integrated relative humidity/air temperature sensors that maintain the currently required standard of accuracy for a period of two years. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to the RFI. Respondents needing confidential treatment for any proprietary information they furnish must mark their responses accordingly to ensure proper handling. Responses to this RFI will not be returned. Respondents will not be notified of the results of the review. DESCRIPTION: 1. The Bureau of Land Management (BLM) is seeking commercial vendors who can provide integrated relative humidity/air temperature sensors that maintain the currently required standard of accuracy for a period of two years, vice one, when installed on weather stations within the interagency Remote Automatic Weather Station (RAWS) network. 2. The required accuracy standard for relative humidity measurement, assumed as the limiting performance factor, from the RAWS network is: From 0-80% RH: +/- 2%RH @ 25 degrees Celsius From 80-100% RH: +/- 5%RH @ 25 degrees Celsius Further information detailing interagency RAWS performance standards can be found at: http://raws.fam.nwcg.gov/nfdrs/WeatherStationStandards.pdf. 3. The relative humidity/air temperature sensor hardware that meets this requirement must be compatible for use with FTS F6 and Campbell Scientific 1000 series dataloggers. 4. The relative humidity/air temperature sensor that meets this requirement will preferably be capable of repeated recalibration at a depot level facility to meet a lifecycle requirement of at least 14 years (6 recalibrations). 5. The relative humidity/air temperature sensor that meets this requirement will do so while being exposed to a broad range of harsh environmental conditions that are encountered throughout the interagency RAWS network, year-around. These include severe winter locations in Alaska, desert conditions in the Southwestern US, high altitude locations in the Rockies, high precipitation locations in the Northwestern US, and coastal locations susceptible to saltwater corrosion effects. SUBMISSION REQUIREMENTS: In response to this RFI, please provide the following information: 1. Business Information: Please provide the following business information for your company and for any teaming or joint venture partners: Company Name; address; Point of Contact; Phone Number; E-mail Address; Web Page URL; whether your company is a small business based upon the SBA Size Standard of 500 employees for the North American Industry Classification System (NAICS) Code of 334519; whether your company is Woman Owned Business, a Small Disadvantaged Business, an 8(a) Certified Business, a HUBZone Certified Business, Veteran Owned Small Business, or a Small Service Disabled Veteran Owned Business whether your company maintains a current System for Award Management (SAM) registration. 2. Capabilities: a) Describe your ability to provide relative humidity/air temperature sensors that will maintain the required accuracy standard for a minimum period of two years in all anticipated environments. Provide suitable test documentation to validate this performance. b) Describe the processes and support necessary to recalibrate this sensor at a depot level facility to meet a lifecycle of at least 14 years (6 recalibrations). c) Describe your company's technical competencies and experience in developing, deploying, and supporting relative humidity/air temperature sensors, especially for the US federal government. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual points of contact (Contracting Officers or Program Managers). d) Include any other relevant topics, concerns, and information. 3. Direct and succinct responses are preferred. Marketing materials are considered an insufficient response. Please limit responses to no more than 20 pages, and identify a representative to support further Government inquiries and requests for clarification of the information provided, if needed. Respondents should indicate which portions of their response are proprietary and should mark them accordingly. 4. Interested parties should submit their information on or before August 1, 2014 prior to 4:30 pm MDT.
