Description
Solicitation Number: SOL-HQ-14-00001 The Environmental Protection Agency's (EPA) Office of Emergency Management (OEM) has the need to establish a contract to support its National Security Emergency Preparedness Program (NSEPP). U.S. Environmental Protection Agency intends to award a single Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract in accordance with FAR subpart 15 for program support activities required for those duties relating to program analysis, policy formulation and dissemination, and supporting plan development and implementation carried out at EPA Headquarters in Washington, D.C. These duties cover the formulation and dissemination of Agency policy in accordance with the provisions of Executive Order (EO) 12656, Homeland Security Presidential Directive (HSPD) 20, National Security Presidential Directive (NSPD) 51, Federal Continuity Directives (FCD) 1 and 2, National Communication System (NCS) Directive 3 10; and other directives and guidance relating to NSEPP. The EC/CC oversees the development, coordination, dissemination, and implementation of supporting NSEPP plans, including Continuity of Operations (COOP); the selection, oversight and training of NSEPP and COOP team members; and the selection, operations, and readiness maintenance of the Agency's Primary COOP facility, specifically the Emergency Operations Facility (EOF) and Emergency Operations Center (EOC) at EPA headquarters. The Director of OEM serves as the EPA Emergency Coordinator (EC) and lead Continuity Coordinator (CC) representative. The EPA EC has overall responsibility for the NSEPP and COOP programs, as well as the EOC and EOF. The day to day oversight of the program is carried out by the EPA Project Officer (PO) and Work Assignment Manager(s) as assigned. Response Date: The Response date for this Request for Proposal is August 4, 2014 at 5:00pm EST. This solicitation is limited to eligible 8(a) concerns only. All current and potential contractors must use FedConnect which is available at https://www.fedconnect.net/FedConnect/ to access the RFQ. There is no charge to use FedConnect. FedConnect is hosted by Compusearch. Vendor/contractor questions relating to FedConnect will be answered by Compusearch, and contact information is provided at the FedConnect web site. The proposed contract award date is November 5, 2014.The base period of performance will commence on or about November 5, 2014 and will be for 12 months with four one-year option periods. The NAICS Code is 541620, with a size standard of $14.0M. The solicitation will be for performance-based services. Offerors shall be required to submit their proposal in paper and electronic version. Proposals will be evaluated using best value source selection procedures in accordance with FAR subpart 15.303. The government intends to award without discussions therefore, the offeror's initial proposal shall contain its best offer from a technical and price standpoint. The Government will not maintain a mailing list.
