- NASA/GRC has a requirement to complete engineering substantiation and modification of the MAST (Mission Advanced Sensor Test bed) pod that was designed and built by Argon ST for the United States Government. NASA/GRC intends to purchase the items from Argon ST, Inc, Fairfax, VA22033. Argon ST designed and built the pod in support of an airborne firefighting initiative to house specific instrumentation (the pod was not the main thrust of the effort, the sensor package was). NASA acquired the pod in order to convert it to a "generic" sensor platform. Argon ST owns the engineering data and/or existing substantiation material for this pod. Due to the fact that Argon ST would be starting from their proprietary data and in order to avoid duplication of costs and delays, the items will be purchased from Argon ST. THIS IS NOT A REQUEST FOR QUOTE, THIS IS A SOLE SOURCE. The Government intends to acquire a commercial item using FAR Part 12 and Part 13, Simplified Acquisition Procedures. The Sole Source is under the authority of FAR Reference 13.106-1(b)1(i). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. EST on 7/14/2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
