PURPOSE: This Sources Sought Notice from the Veteran's Health Administration Telehealth Services (VHA TS) in conjunction with VA Enterprise System Engineering (ESE) seeks technology (hardware and/or software) ideas, methodologies, and approaches solely for information and planning purposes. Responses to this Sources Sought Notice may be used to support future development of VA telehealth programs focused on innovative approaches to providing Virtual Healthcare services to Veterans. Intellectual, confidential, or other privileged or proprietary information contained in responses to this Sources Sought Notice will not be distributed outside of the Department of Veteran's Affairs In the event a Veteran's Affairs program is developed in response to this Sources Sought Notice and a solicitation is issued, no intellectual, confidential or other proprietary information received in response to this Sources Sought Notice will be divulged to the research community. BACKGROUND: VA is exploring concepts and solutions for advanced telehealth technologies that can be applied and/or interfaced across existing and developing VA IT platforms to ascertain if they can be cost beneficial and improve services to veterans. These technologies would serve the purpose of enhancing and improving the delivery of Healthcare Services to Veterans. This Sources Sought Notice seeks information on enabling technologies, system architectures, concepts of operation, human system interface, validation and verification methods, and potential platforms for demonstration and rapid capability transition. DESCRIPTION: VA is seeking innovative approaches and operational concepts to enhance performance, reduce cost, while improving the healthcare experience of our customer base which consists of both providers and Veteran patients. VA is interested in identifying current and planned technologies that could leverage and advance the VHA's Clinical resources, develop a base for collaborative efforts between providers, increase mission effectiveness and potentially reduce the costs associated with patient travel. VA envisions proposed solutions to be software intensive and seeks to use best commercial practices for continuous software development and maintenance as the technology framework. This includes implementation of a collaborative environment centered on a common, open architecture that can integrate natively across multiple vendors and protocols without additional architectures. This common architecture would be platform agnostic and enable rapid demonstration of multiple functionalities with participation by multiple performers. REQUESTED INFORMATION: Responses are welcome from all capable sources, including private or public companies, individuals, universities, university-affiliated research centers, not-for-profit research institutions, federally-funded research and development centers, and other U.S. Government Agencies. Presentation of appropriate preliminary data demonstrating the feasibility of a new idea is encouraged when available. VA is interested in responses that address one or more of the following areas: 1.Concepts/Technologies of interest: "Out-of-Band vs. In-BandData from telemedicine peripheral devices can be moved across the network via direct connect to the hardware codec or independently, via another means. "Telehealth encounter management softwareNon server based (local client) solutions to manage/control video/audio and/or peripheral devices during telemedicine encounter. "WebRTC APIProviders or patients could potentially connect via computer with a web browser. "New / Innovative Peripheral DevicesIncluding but not limited to digital stethoscope, digital examination camera, etc. "DICOM Capture of Images from synchronous telehealth encounter "Alternative(s) to telemedicine cart for clinic based servicesExample might include wall mounted telemedicine system "Broad-Band Synchronous telehealth technologies which function outside clinic environments and which include Video/Audio and Vital Sign/Biometric DataExamples might include Transportable Systems, Home Based systems "Video/Audio CodecsHardware or software based "Meeting rooms/Multipoint Control Units 2.Operational Concepts: What technologies could be best leveraged to improve the delivery of Healthcare Services to Veterans under the care of the Veterans Health Administration? "What unique capabilities might be provided? "What generic functional capabilities would need to be demonstrated to enable these new operational concepts? "How will your proposed solution improve on the delivery of Healthcare currently being provided by VHA? "How solution will integrate into current infrastructure? 3.What tools and associated models do you have (or have access to) to evaluate the effectiveness of the technology you are proposing in a realistic environment? "Do you have access to baseline models of how the proposed solution(s) is/are currently performing in Clinical environments "What modifications (if any) would be required to accurately model the solutions you are proposing in a VHA environment. 4.Open Architecture "In order to facilitate integration of third party modules and improve portability of the results of this program, the plan would be to mandate an open architecture. Provide an assessment of the various options you are familiar with, as well as recommendations or requirements for this architecture (real time, segregated, multi-level security, operating system supported, etc.) along with the rationale. 5.Critical technologies: Define the critical technologies needed to deploy your concept, and provide an assessment of the maturity and level of performance required compared to current infrastructure. 6.Metrics: What metrics do you envision to evaluate the benefits of the technology you are proposing and how would you measure them? 7.Demonstration: VA is interested in using only existing solutions. What assets would you use/need to demonstrate the capability of the technology you are proposing? "o What incremental functionality demonstrations do you envision? "Please provide a demonstration approach, schedule and major milestones. "What other thoughts do you have on how to maximize value in an affordable demonstration program? 8.Technical issues: VA is interested in a smooth incorporation that does not affect the delivery of Healthcare services to our Veteran population "What technical issues do you foresee that would need to be resolved prior to implementation? SUBMISSION: This announcement contains all information required to submit a response. No additional forms, kits, or other materials are needed.
