DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SERVICE REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought only. Questions shall be submitted by email to anthony.marion2@va.gov. Provide only the requested information below. The purpose of this sources sought is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 541940, Veterinary Services (size standard $7.0 Million). Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published on the GSA or FedBizOpps website. Responses to this sources sought are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. REQUESTED INFORMATION: (1) STATEMENT OF CAPABILITY: Submit a brief description, five (5) pages or less, that demonstrates how your company has the capability, supervision, labor and experience to perform the administration, veterinarian, and animal care components of a successfully accredited animal research facility operation at the MEDVAMC. (See Draft Statement of Work Below) Include past experience in performing these services to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability to start date and your address. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ and/or the VetBiz Registry at http://vip.vetbiz.gov/. (i) NOTE that any future solicitation could only be awarded to a contractor who is registered in SAM and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. Responses shall be emailed to anthony.marion2@va.gov no later than 3:00pm CST, Friday, July 18, 2014. No Fax or Telephone calls will be accepted. Your response should include both the STATEMENT OF CAPABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained above. Please place "Attention: Service Contract for Animal Facility" in the subject line of your email. This notice is to assist the VA in determining sources only. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. DRAFT STATEMENT OF WORK The Michael DeBakey is seeking sources with the capability to provide services for the day-to-day operations of the Michael E. DeBakey VA Medical Center (MEDVAMC) Vivarium Unit. The scope of work will include labor and materials, excluding capital equipment valued at $5,000.00 or more, and maintenance agreements, associated with the administration, veterinarian, and animal care components of a successfully accredited animal research facility operation. Current contractor is Baylor College of Medicine's Center for Comparative Medicine (CCM). Administrative services are: -Maintenance of animal census data -Review and establishment of per diem rates in accordance with the billing guidelines of the National Center for Research Resources. -Billing and collection of per diem charges incurred by investigators for animal housing -Review and efficient assignment of animal rooms -Maintenance of supply records and expenditures -Compliance with VA Office of Environmental Safety and Office of Environmental Health policies pertaining to chemical and biohazard safety, MSDS, PPD skin testing and Research Safety Subcommittee participation -Monitor and report all Vivarium deficiencies to Research Administration for correction -Approve and monitor the delivery of animals No reports to the Research Office are required for this function. The purchase of animals is overseen by the incumbent Baylor College of Medicine's Center for Comparative Medicine (CCM). CCM assured that investigators had approval to purchases and that space is available. When animals are ordered, CCM notified the investigator that animals are received. Veterinarian duties pertain to the: -Review of protocols for proper Institutional Animal Care Use Committee (IACUC) approvals -Monitoring of protocols so that deviations and problems are detected, reported and resolved -Diagnostic monitoring and treatment care of sick animals housed at the Vivarium, including emergency calls as needed. -Consulting with Principal Investigators and their employees on treatment plans -Examination of newly delivered animals to insure that all animals are healthy -Explanation and advisement of VA, American Association for Accreditation of Laboratory Animal Care (AAALAC), USDA and Public Health Service regulations -Training, as needed, to investigators and employees in techniques of animal care -Professional and technical support to Principal Investigators in planning, executing, and reporting research projects using animal subjects. -Recommendations made to the VA Research Service Line management team to insure that the VA Vivarium complies with all relevant animal welfare laws, regulations and policies. -Recommendations to the VA management of necessary actions needed to insure that the VA Vivarium continues its AAALAC accredited status. Animal care services include: -Daily rounds of all occupied animal rooms -Collection of animal census data: MEDVAMC does not manage these data. Baylor collects these data for their planning purposes and for population control, space availability and housing projections. -Coordination of availability of rooms to ensure that investigators can plan and schedule their animal surgeries. CCM will ensure that their schedules allow for sufficient time and that the room is prepared for the research team for all surgical room procedures. -Provision of day-to-day care of animals, including changing out bedding, caging, feed and water. Please note that contractor shall furnish all feed, bedding, and standard operating supplies. Equipment costing more than $5,000 or more and maintenance requirements remain the responsibility of the VA Research Service Line -Wash all animal cages and animal care equipment used in the Vivarium. MEDVAMC responsibilities, in addition to the aforementioned responsibilities, include: -Provision of Without Compensation (WOC) badges for access to the vivarium for all staff assigned to work at the VA vivarium. -Elimination of the VA animal research species-specific training requirements -Response to and repair of work requests based on urgency as determined by the Attending Veterinarian/Veterinary Medical Officer. -Prior notification to and coordination with contractor (to include, at a minimum, the VA animal facility manager, Attending Veterinarian, and Operations Manager) of any testing of equipment or services that may affect the VA vivarium. -Prior notification to and coordination with contractor of any vivarium facilities work/repairs or equipment installation or repair.
