Notice Type: Sources and Request for Industry Comments/Feedback Posted Date: 3 July 2014Response Date: 16 July 2014 Archiving Policy: Automatic, on specified date Original Set-Aside: N/ASet-Aside: N/A Classification Code: A - Research & Development NAICS Code: 611 - Professional and Management Development Training/611430 - Professional Development Training THIS REQUEST FOR INFORMATION (RFI) IS NOT AN RFP. An anticipated RFP date has NOT been determined at this time. This RFI does not bind the government to release an RFP. A set-aside determination will be made based in part on the capabilities a firm is able to demonstrate in response to this REQUEST FOR INFORMATION. All Business Concerns are encouraged to participate in this RFI. The Government does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Although the terms quote mark proposal quote mark and quote mark respondent quote mark are used in this RFI, your response will be treated as information only and shall not be used as a proposal. Questions and clarifications for the attached Performance Work Statement (PWS) are encouraged. Responses to questions from authorized interested parties will be promptly answered and provided equally to all interested parties unless some release of proprietary information is involved or the answer addresses a question peculiar to a company or that company's response. One-on-one information gathering sessions with respondents are currently not contemplated. Any and all questions shall be submitted to both of the Points of Contacts listed below no later than 9 July 2014. Any questions received after this date may not be answered or addressed due to the response due date listed above. Synopsis: This requirement is for the analysis and validation of existing Field Artillery (FA) and Air Defense Artillery (ADA) professional development models (PDM) and the identification of branch specific learning outcomes along a career-spanning learning continuum. This will provide the basis for an FCoE Leader Development Strategy (FLDS) that leverages the institutional, operational, and self-development domains to provide a comprehensive career-spanning roadmap that prepares Soldiers and leaders at every stage of their career for success in a global operational environment. Potential contractors with the skills and capabilities necessary to perform the requirement described in the attached Performance Work Statement (PWS) are invited to provide feedback or concern(s) encountered with the requirement. Background: In January 2011, The Army Training and Doctrine Command (TRADOC) published TRADOC Pamphlet 525-8-2, The U.S. Army Learning Concept for 2015 (ALC 2015), identifying a significant shift in the Army's approach to training and educating Soldiers and leaders. The concept emphasized the current Army individual learning model is inadequate and does not prepare Soldiers to be successful in a global environment where critical thinking skills and adaptability are essential to success against our adversaries. While the concept identifies, and offers solutions for several shortfalls within the current learning model, it clearly identified the need to establish a continuum of learning from the time Soldiers are accessed until the time they retire. It was referred to as the Continuous Adaptive Learning Model. The operational term for ALC 2015 became known as the Army Learning Model 2015 (ALM 2015) as TRADOC developed and executed the ALM 2015 implementation plan. One of the two underlying themes of ALM 2015 identified the need for schoolhouses to expand the reach of the schoolhouse through enabling technologies in a career-long continuum of learning and that learning is a shared responsibility between the individual, supervisor, and schoolhouse. In 2013, the Army published the Army Leader Development Strategy 2013, which reinforces that idea by stating leader development is a career-long synthesis of the training, education, and experiences acquired through opportunities in the institutional, operational, and self-development domains. This solidified the connection between the training domains and pillars of leader development, making them inseparable when considering the establishment of a career-spanning learning continuum. In the early stages of ALM implementation, General Learning Outcomes (GLOs) were identified for each AOC/MOS by their respective functional leads to establish a common-core baseline along a career-spanning learning continuum segmented by rank. Schoolhouses have been directed to link general learning outcomes to institutional programs of instruction, which accounts for some of the learning outcomes. However, due to limited resources, all GLOs may not be accounted for in institutional training courses, leaving gaps which must be closed using the operational and self-development training domains. Submission Information / Instructions: The Government seeks information from responsible sources and interested parties who have proven solutions that can meet or exceed the requirements of the attached PWS. Interested parties should provide capabilities, qualification statements, and examples that demonstrate their ability to satisfy the requirements of the attached PWS. It is also requested to identify and or recommend any possible unforeseen challenges that may arise with this requirement, as well as, provide any possible solutions. Respondents are encouraged to provide information on all areas of the PWS. No adverse evaluation will result from responses, which address only those specific areas applicable to one's core business expertise. This notice is part of Government Market Research, a continuous process for obtaining the latest information on the 'art of the possible' from industry with respect to their current and near-term abilities. The information collected may be used by the Government to explore future strategies for possible uses of platforms within the military. Information received as a result of this request will be considered sensitive and protected as such. All company proprietary information contained in the response shall be separately marked. Any proprietary information contained in response to this request will be properly protected from unauthorized disclosure. The government will not use proprietary information submitted from any one firm to establish the capability and requirements for any future systems acquisition so as to not inadvertently restrict competition. Respondents are asked to provide only the most pertinent information, data, and materials necessary to adequately convey a declaration of capability in line with this notice and attached PWS. Respondent Capability Statements shall not exceed 10 pages total. Nine (9) pages of the Capability Statement shall include all technical information. Respondents are asked to provide one (1) page that contains the following information: All Point of Contact information (email addresses, phone numbers, mailing address, DUNS information, etc). Respondents are asked to list all relevant NAICS codes. Respondents must indicate whether their firm is a small or large business. If small, indicate the classification. Respondents must indicate whether they offer the required services on ANY Federal Supply Schedules. If so, please list the schedule numbers. Finally, please note that this is not a request for proposals and no submissions will be accepted as offers for award.
