- 1.The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division is seeking sources on behalf of the Research, Development and Engineering Command (RDECOM) Communications-Electronics Research, Development and Engineering Center (CERDEC) Night Vision and Electronic Sensors Directorate (NVESD) is exploring developing an advanced visible/near infrared TDI focal plane. The intent of this Market Survey is to identify potential sources capable of developing this focal plane. 1.1Visible/Near Infrared Focal Plane Array. The objective is to develop, evaluate and produce a limited number of large format, small pixel Visible/Near infrared Focal Plane Arrays (FPA) that advance the state of the art or reach new army objectives. NVESD desires an FPA with the following parameters: Type of FPA: cCD or CMOS Number of pixels in non scanned direction: ~24,000 Number of TDI pixels:~256 Pixel pitch (u):~ 4.5 Spectral response:Visible to NIR Line rate:~30,000 lines/sec 2.The Government seeks a white paper on this topic. Only unclassified white papers will be accepted. 2.1Format of White Papers 2.1.1Number of Pages: The white paper is limited to fifteen (15) pages. Pages submitted in excess of the white paper page limit will not be read or evaluated. 2.1.2Number of Copies & Format: One electronic copy of the white paper, in Portable Document Format (PDF). 2.1.3Text & Font Format: Text shall be at least single-spaced, on 8 x 11 inch paper, with a minimum of one-inch margin all around. Pages shall be numbered consecutively. Font size shall be of minimum 10-point font. Bolding, underlining, and italics may be used to identify topic demarcations or points of emphasis. Graphic presentations, including tables, while not subject to the same font size and spacing requirements, shall have spacing and text that is easily readable. 2.1.4Content of White Papers A complete white paper submission will consist of two volumes. The cover sheet is volume one, and the white paper is volume two. 2.1.5Volume One - Cover Sheet (not included in page limit) Offerors shall provide the following information on the cover sheet: ((1) Title (2) Technology Focus Area Supported: (3) Date: (4) Prepared by: (5) Technical Point of Contact: (6) Administrative Point of Contact Please identify your company's small business size standard based on the primary North American Industrial Classification System (NAICS) code of 541712 R&D Services. Ensure your white paper adequately describes the proposed approach. The white paper shall include the following sections in the order given below, as applicable: (1) Executive Summary (2) Technical Approach 2.1 Technical Proposal to include what and how 2.2 Technical Challenges (3) ITAR Process (4) Assumptions/Risk 3.1 Government Furnished Equipment (GFE) or Support 3.2 Issues that need to be tracked (5) Relevant Past Performance (6) Summary of Deliverables 4.1 Deliverables 4.2 Period of Performance 4.3 Rough Order of Magnitude (ROM) This Request for Information (RFI) is for informational purposes only. It is not a request for proposal and does not constitute any obligation by the Government to award a contract based on the findings of this RFI. The Government will not reimburse interested sources or respondents to notice, or any follow-on notice, for any costs incurred in association with this announcement or for subsequent exchanges of information. Proprietary information submitted in response to this Sources Sought shall be marked accordingly and will be protected when clearly identified as proprietary. The ideas presented in the white paper will be discussed and assessed by NVESD. Government support contractors will be involved in the review and assessment of responses submitted under this RFI. Response to this Sources Sought should be received no later than 45 calendar days from the date of this notice and should be submitted via email to michelle.l.hodges10.civ@mail.mil. Acknowledgement of receipt will be issued. The subject of the email message shall be: RFI - W909MY-14-Q-ATDI Advanced Visible/Near Infrared TDI Focal Plane Your Company's Name. All requests for further information must be in writing and via email; telephonic requests for additional information will not be honored.
